The Two-Day Training on the Implementation of the State Gender Policy for the Personnel of the Ministry of Interior of Ukraine

On September 5-6, 2019 the two-day training on the implementation of the state gender policy for the personnel of the Ministry of Interior of Ukraine took place.

The event was organized by the National Agency of Ukraine on Civil Service and the Center for Adaptation of the Civil Service to the Standards of the European Union with the support of the UN Women project “Gender Equality at the Center for Reform, Peace and Security” in Ukraine (funded by the Government of Sweden).

The participants of the training got acquainted with the main directions of the implementation of the state gender policy in Ukraine, international obligations and the national legal framework, acquired knowledge on the implementation of gender impact assessment, stages of conducting gender-legal examination of draft legal acts. Civil servants learnt how to carry out gender analysis in the process of preparing (drawing up) proposals and decisions using examples.

Training was conducted by Krystyna Arushanian, Senior Lecturer of the Department of Procedural Management and Forensic Support of Pre-trial Investigation of the National Academy of the Public Prosecutor's Office of Ukraine, Valentyna Zozulia, Assistant of Director of the Ukrainian State Employment Service Training Institute, Anna Ishchenko, Senior Lecturer of the Department of Theory and Practice of Management of the National Technical University of Ukraine “Igor Sikorsky Kyiv Polytechnic Institute”, and Yulia Savelieva, Gender Expert, Strategic Planning Consultant at NGO “Public Center “New Generation””.

All participants received certificates of advanced training upon completion of the training.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
