On November 20, 2019, the National Agency of Ukraine on Civil Service(hereinafter – the NAUCS)hosted a working meeting with a delegation of the Support for Improvement in Governance and Management (SIGMA) led by Head of Programme, Gregor Virant.

During the working meeting, the Head of the NAUCS Oleksandr Starodubtsev drew the attention of those present to the priorities of the civil service reform, in particular, a full reboot of authorities and attraction of the new leaders. In civil service the personnel management function should be introduced. There should be an HR that doesn't exist right now. Personnel accounting should be digitized and simplified, but remain in the form of an integrated human resources management information system (Poclick system), which has now been tested by NAUCS and will be launched in pilot mode.

In addition, all the other features that really make up HR should appear: recruiting, adaptation, performance management, human development, motivation, compensation, meaning communication. The task of the NAUCS is to extend it to the entire civil service.

In his turn, Head of SIGMA Program Gregor Virant outlined the key priorities of the SIGMA Program in Ukraine for 2019-2020, among which civil service reform is one of the key issues.

In addition, Gregor Virant introduced Martins Krievins, Senior Policy Advisor and new SIGMA Coordinator in the Eastern Partnership countries.

The parties discussed current issues of the improvement of the civil service legislation and personnel management system in accordance with European principles of public administration and best European practices, including in the context of the SIGMA support.

The event was attended by representatives of the NAUCS, the Center for Adaptation of the Civil Service to the Standards of the European Union, the EU Delegation to Ukraine, in particular Dobromir Hristov, and the SIGMA Program, including its Head Gregor Virant, and Martins Krievins, as well as representatives of the EU4PAR public administration reform project Ugis Sixes.

For reference: The SIGMA program (Support for Improvement in Governance and Management) is one of the most prestigious think tanks in the European Union, created by the initiative of the Organization for Economic Co-operation and Development and the European Union.

SIGMA assistance in modernizing the public administration system can be provided through:

strengthening the foundations of the public administration ;
promoting socio-economic development by enhancing the institutional capacity of the public sector;
strengthening horizontal governance;
improving the process of developing and implementing public administration reform.

CAF

The Common Assessment Framework (CAF) – is an easy-to-use, free tool to assist public-sector organisations across Europe in using quality management techniques to improve their performance. The CAF is a Total Quality Management (TQM) tool which is inspired by the major Total Quality models in general, and by the Excellence Model of the European Foundation for Quality Management (EFQM) in particular. It is especially designed for public-sector organisations, taking into account their characteristics. Functional survey

The analysis of the activity of the government authority is carried out by means of a functional survey. Functional survey is an analytical technique for assessing the effectiveness of executive authorities activities, which is a tool for analyzing the functions and assessing the effectiveness of the management activities of executive authorities and their structural subdivisions.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.

Civil competence in the civil service

The formation of civil competence is an urgent need of the present. Civil competence is understood as a person’s ability to exercise civil rights and duties actively, responsibly and effectively with the aim of developing a democratic civil society, as the quality of democracy is determined by the level of citizens’ competence.
