Activity of SIGMA Programme

SIGMA Programme (Support for Improvement in Governance and Management) – is one of the most prestigious analytic centers of the European Union, that was launched in 1992 on the initiative of the Organization for Economic Cooperation and Development (OECD) and the European Union.

Key Objectives of the SIGMA Programme:

  • strengthening the foundations for improved public governance;
  • supporting social and economic development through capacity building of the public sector;
  • enhancing horizontal governance;
  • improving the design and implementation of public administration reforms.

Technical Assistance of the SIGMA Programme is divided into six areas:

 

  • public financial management, public procurement and external audit;
  • public administration reform;
  • policy development and coordination;
  • public service and human resource management;
  • accountability;
  • service delivery

Assistance of the SIGMA programme in the area of reforming of public administration system is provided by:

  • administrative structures analysis;
  • development and implementation of administrative system reforms;
  • analysis of the suggested draft laws and programmes;
  • organization of trainings and information exchange;
  • preparation of technical assistance action plans.

SIGMA assists countries in planning and delivering their priority reforms through bi-lateral technical assistance projects, regional events and horizontal initiatives to support the European Commission (EC) in further developing its focus on PAR, including public financial management. Drawing on all of its experience and with senior advisors who have all worked in their own national public administration, SIGMA worked closely with the EC in 2014 to develop the Principles of Public Administration, to provide countries with a tangible framework for what a good public administration should look like and what they should strive for, to better serve their citizens and businesses.

Legal Background:

  • Cooperation between the NAUCS and the OECD is a priority area according to the Action Plan on Strengthening Cooperation between Ukraine and the OECD for 2013–2016, approved by the Resolution of the Cabinet of Ministers of Ukraine as of 06.02.2013 No 132-r;
  • Memorandum of Understanding between the Government of Ukraine and the OECD on Deeper Cooperation as of 07.10.2014;
  • Resolution of the Cabinet of Ministers of Ukraine “On Procedure of the Participation of Central Executive Authorities in the Activities of International Organizations, where Ukraine is one of the Member States” as of 13.09.2002 No 1371. The NAUCS is the central executive authority, responsible for fulfilling the obligations, including financial, which are arising from Ukraine’s membership in the OECD Public Governance Committee. Since 2008 the NAUCS  has been taking part in the Committee above mentioned as a permanent observer;
  • SIGMA Work Programme for January 2017 – June 2018 that has been approved in cooperation with the interested central executive authorities of Ukraine in the context of realization of new legislative on civil service.

The Main Achievements:

1. On April 5-10, 2006 an evaluation of the six areas of public administration in Ukraine based on baseline indicators of SIGMA programme was initiated. The Cabinet of Ministers of Ukraine adopted the Order No. 196 “On Signing the Memorandum of Understanding between the Government of Ukraine, the UK Department for International Development, the Swedish International Development Cooperation Agency and the Delegation of the European Commission in Ukraine, Moldova and Belarus on the Evaluation of Public Administration in Ukraine for Basic Indicators of OECD/ SIGMA Programme” and No. 186 “On the Establishment of the Coordinating Council for the Conduct of an Assessment of Public Administration Based on Baseline Indicators of SIGMA Programme”. 

The SIGMA programme report on the assessment of the governance system in Ukraine was announced at the international conference “Strategy of Administrative Reform: recommendations of the SIGMA Programme to the Government of Ukraine”, held on July 5, 2006.

2. Participation of NAUCS in the comparative study “Government at Glance 2013”, including preparation of a separate chapter “Women in Power”, devoted to the gender perspective in the implementation of personnel policy.

3. Participation of NAUCS in the comparative study of SIGMA programme “Professionalization of Civil Service in Armenia, Azerbaijan, Georgia, Moldova and Ukraine” by filling out a questionnaire. During the regional civil service conference held in Tbilisi (Georgia) on November 04-05, 2014 the results of the study were presented.

In addition, NAUCS cooperated with the SIGMA programme on the Law of Ukraine “On Civil Service” dated December 10, 2016, No. 889-VIII, the Draft Law of Ukraine “On the Service in Local Authorities”, the Strategy of Public Administration Reform in Ukraine for 2016-2020, approved by the Resolution of the Cabinet of Ministers of Ukraine dated June 24, 2016 No. 474 “Some Issues of Public Administration Reform of Ukraine”.
