Information on activities implemented by NAUCS for 2014-2017 pursuant to the Law of Ukraine “On Ensuring Equal Rights and Opportunities of Women and Men” and the UN Convention on the Elimination of All Forms of Discrimination against Women

Ensuring equal rights of access of women and men to the civil service

Subparagraph 7, Paragraph 1of Article 4 of the Law of Ukraine “On Civil Service” of December 10, 2015 No. 889-VII provides the ensuring equal rights for appointments to civil service positions, i.e. elimination of all forms of discrimination, lack of unjustified restrictions or giving of undue advantage to certain specific categories of citizens on entering into civil service and exercising of public functions.

Advanced training on bases of gender equality of civil servants and local self-government officials

During 2014-2017 in response to Section VII of the State Programme on Ensuring Equal Rights and Opportunities of Women and Menfor the period till 2016 adopted by the Resolution of the Cabinet of Ministers of Ukraine of September 26, 2013 No. 717 the qualifications upgrading on bases of gender equality were organized for 11, 726 civil servants and local self-government officials; 3, 625 servants in 2014; 3, 146 servants in 2015; 3, 275 servants in 2016; 4, 572 servants in 2017.

In addition, on pursuant to Article 107 of Action Plan of National Human Rights Strategy of Ukraine by 2020 approved by the Order of the Cabinet of Ministers of Ukraine of November 23, 2015 No. 1393, National Agency of Ukraine on Civil Service (hereinafter – NAUCS) within the powers recommended to National Academy for Public Administration under the President of Ukraine and its regional institutions, district and regional centers of advanced and professional training of employees of government and local self-government authorities, public enterprises, institutions and organizations to include into training programmes the permanent and short-term thematic seminars and modules on preventing and combating discrimination (official letter of NAUCS of February 3, 2016 No. 11/70/22-16).

Communication activities

On October 2, 2014 NAUCS and Ministry of Defence of Ukraine supported by the NATO-Ukraine Programme for Professional Development of the Civilian Personnel of Security and Defense Sector organized the International Roundtable on Gender Equality and Equal Treatment in Defense and Security Sector of Ukraine – Current and Future. Representatives of the Presidential Administration of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine, the Apparatus of the Verkhovna Rada of Ukraine, central and local executive authorities, international organization, higher education establishments, public organizations, international and national experts, people deputies of Ukraine took part in the event.

Within the framework of the roundtable, an issue on international experience in implementing policy of gender equality and equal relations was considered, an issue on making and implementation of gender policy in the system of public administration was discussed, particulary in the security and defense sector of Ukraine.

On October 24-25, 2017 under the NATO-Ukraine Programme for Professional Development of the Civilian Personnel of Security and Defense Sector the module on leadership and gender of information and introductory course on Euro-Atlantic integration took place at the Diplomatic Academy named after Gennadiy Udovenko under the Ministry of Foreign Affairs of Ukraine.

Participants discussed the issues on gender, gender quality in peace and security, particulary examples of successful realization of the National Action Plan on implementation of the United Nations Security Council Resolution No. 1325 on Women, Peace and Security, main aspects of gender mainstreaming, adopting the principles of the United Nations Security Council Resolution No. 1325 in NATO and gender budgeting.

Ensuring equal opportunities for representation at the highest decision-making levels in political and public life

According to the Assignments 5.4. - Gender Equality of the “Sustainable Development Goals: Ukraine” national report the NAUCS keeps a record of proportion of women among the senior positions in civil service (“A” category).  During 2016, in particulary 36 persons were appointed to mentioned positions, 6 were women, representing 16.7 per cent.

During 2017, 101 persons were appointed to mentioned positions, 23 were women, representing 27.8 per cent, in general:

Activity of Expert council on the consideration of applications for gender-based discrimination facts

Representative of NAUCS is a member of Expert council on the consideration of applications for gender-based discrimination facts established by the Order of Ministry of Social Policy of Ukraine “On Expert Council on the Consideration of Applications for Gender-Based Discrimination Facts” of July 8, 2016 No. 345.

Authorized person on ensuring equal rights and opportunities of women and men

Deputy Head of NAUCS Andrii Zabolotnyi was appointed as an authorized person on ensuring equal rights and opportunities of women and men in accordance with Articles 12 and 13 of the Law of Ukraine “On Ensuring Equal Rights and Opportunities of Women and Men” of September 8, 2005 No. 2866-IV and commissioned by the Vice-Prime-Minister for European and Euro-Atlantic Integration of Ukraine Ivanna Klympush-Tsintsadze of May 11, 2017 No. 18535/0/1-17.
