EXECUTIVE BODIES

Ukraine is characterized by a ramified system of executive power bodies, which is remarkable by a somewhat unclear distribution of powers and responsibilities and the lack of balance. This results in the less efficient functioning and excessive structures leading to the worsened capacity of the Government on public policy making and implementation of government programs.

Based upon the sustainable practice of the developed countries and Ukrainian experience, functional review as an important instrument of administrative reform became a basis for monitoring the structure of executive power bodies in Ukraine and its compliance with powers assgined to them according to legislation as well as with governmental priorities.

In 2005-2007, a range of pilot projects were carried out. Diverse approaches to the functional review of executive power bodies were tested, whereby selection of the type and methods of review depended on aims, capacity, resource proposals and political will of the Government:

July, 2005 – Procedure of conducting the functional review of executive power bodies was developed and ratified with the order of the Main Department of the Civil Service of Ukraine from 29.07.2005 # 189 and registered in the Ministry of Justice of Ukraine ob 17.08.2005;

March- August, 2006 – a pilot functional review of the Ministry of Economy and the Ministry of Transport and Communications was carried out;

July - August, 2006 – a functional review of the Ministry of Economy, the Ministry of Industrial Policy and Public Investments, in the spheres of scientific, scientific and technical, innovative activity, transfer of technologies and protection of intellectual property was conducted;

August - October, 2006 – collection of primary documents necessary for providing a review of ministries of Ukraine;

October – December, 2006 - a first stage of functional review (normative analysis) of 62 public and republican authorities of the Autonomous Republic Crimea;

January- March, 2007 – functional review of 16 ministries of Ukraine;

March - July, 2007 – functional review of 29 central bodies of executive power of Ukraine;

July – August, 2007 - a pilot reviews of 78 local bodies of executive power in Dnipropetrovs’k oblast; a functional review of 30 republican bodies of executive power in ARE Crimea; functional review of Kiev city and district in Kyiv state administrations; a functional review of local bodies of executive power is in Kiev oblast;

August, 2008 – a horizontal functional review of 63 central bodies of executive power of Ukraine completed.

Results of year 2009 :

- functional review of 25 central executive bodies, 7 regional executive bodies and 6 local governments in the framework to preparations to the final part of EURO 2012;

- functional review of Ministry of Labour and Social Policy of Ukraine and 27 Regional State Administrations that belong to the sphere of social services providing;

- functional review of Ministry of Regional Development and Constructions of Ukraine;

- functional review of Ministry of Ministry of Internal Affairs of Ukraine;

- functional review of Ministry of Ministry of Defence of Ukraine;

- functional review of 64 central executive bodies in the sphere of providing public paid services.

Policy Analysis Group

Policy analysis groups are established as temporary creative teams consisting of civil servants that work upon the search for strategy and ways of addressing a specific actual problem in the priority area of a respective government body.  

The legislative framework for the functioning of policy analysis groups includes the following documents:

1. The Program of Civil Service Development for 2005-2010 that was approved by a regulation of the Cabinet of Ministers of Ukraine # 746 of 8.06.2004 with the amendments endorsed by a resolution of the CMU from 03.09.08

2.  The order of the Cabinet of Ministers of Ukraine “On Ensuring the Functioning of Policy Analysis Groups in Central Executive Power bodies and the Secretariat of the Cabinet of Ministers of Ukraine” of 07.02.2007

3. The order of the Cabinet of Ministers of Ukraine “On Approval of Measures with Regard to Implementation of the EU-Ukraine Action Plan in 2008” from 06.08.08

4. The Memorandum of Understanding between the Government of Ukraine and the Government of Canada on the reform of human resources management system in the Ukraine’s civil service that was signed on 26.05.08. 

Policy analysis is a set of practical tools on the preparation of policy decisions that includes comprehensive analysis of existing trends and problems, assessment of their causes and implications, formation of alternative ways of problem solving and selection of optimal options.

Participation of civil servants in the functioning of policy analysis groups is classified as in-service scientific research. Policy analysis groups include 10-12 civil servants of III-IV categories representing various structural departments of the respective executive power body, in particular: heads of structural departments on European integration issues, civil servants participating in the elaboration of budget proposals and inquiries of central executive bodies; civil servants participating in the planning of the activity of executive bodies; civil servants occupied with public relations and mass media, and employees of personnel units. Head and composition of policy analysis groups are endorsed by the leadership of a respective executive power body.

Policy analysis groups represent a mechanism of improving the system of planning, making and coordination of public policy in state authorities. Participation in policy analysis groups promotes the formation of practical skills in the sphere of policy analysis, impact of government decisions, benefits and costs, organizations of effective communications. Policy analysis groups proved their effectiveness during the preparation of state authorities to the application of institution building instruments Twinning and TAIEX.

HR Management Reform

Within the priority sphere of introducing modern human resources management methods to the civil service, and with the purpose of introducing modern forms, methods and technologies of human resources management in the civil service, Main Department of the Civil Service of Ukraine (MDCSU) has been implementing a joint project with the Canadian International Development Agency entitled "Ukrainian Civil Service Human Resources Management Reform (UCS-HRM)" that is aimed at supporting Ukraine’s efforts to develop an accountable and transparent civil service that meets advanced international standards. Reform of the system of human resources management in the civil service in accordance to the Strategic Framework of Human Resources Management in the Civil Service in Ukraine is in the center of the project’s attention. The implementation of the reform is ensured through the functioning of three thematic policy analysis groups that were established in the MDCSU and work on the following subjects:

- Reform of the classification system in connection to the remuneration system for civil servants;

- Introduction of new approaches to the annual evaluation of the performance of civil servants;

- Reform of the system of professional training for civil servants.

Public reports

Public awareness about activity of government bodies and their participation in the process of increasing institutional capacity of Ukraine’s civil service and its approximation to the standards of the European Union is an important prerequisite of success in the development of the civil service.

Openness of intentions, transparency in decision-making and activity of the Main Department of the Civil Service of Ukraine are shown in public reports containing information about specific outputs and results of its work based on the declared priorities.

Public reports are issued in Ukrainian (circulation of 5000 copies) and English (circulation of 2000 copies) and disseminated among politicians and officials of central and local executive bodies, educational institutions, centers for re-training and advanced training for employees of public bodies, bodies of local self-government, state enterprises, institutions and organizations.

E-goverment

Automation and implementation of information systems for accounting and financial analysis in a market economy conditions in Ukraine today is one of the most important tasks of any institution. Itself accounting in the company is only one component which can be regarded as an internal affair of enterprise, the other one - evaluation of financial and economic activities of the this enterprise by the state (reporting, writing of which is very time consuming process). That is why computer programs can save time and effort accounters by automating routine operations and finding arithmetic errors in accounting and reporting, as well as give an assess of the current financial situation of the enterprise and its prospects.

Today the leader makes a decision under uncertainty and risk, forcing him to keep under control the various aspects of financial - economic activity. This activity is reflected in numerous documents containing diverse information. Correctly processed and systematized it is in some way guarantee good governance. Opposite, the lack of reliable data can lead to incorrect management decisions and the consequent severe losses.

In the Main Department of Civil Service of Ukraine today have been introduced several information systems of accounting:

"1C: Accounting", designed to automate accounting and tax accounting. Provides decision of key tasks that accounting department faces as well as allows to provide VAT accounting, payroll, tax accounting, preparation of standard accounting reports, etc.

"CHAIN - M", a program developed by the State Treasury of Ukraine to implement by the managers of budgetary funds and agencies of the State Treasury a number of requirements of normative documents and has been with built taking into account the methodologies of the State and local budgets performance. This program is designed to create electronic and paper media distributions, commitments and payment orders regarding State and local budgets;

"Budget", analytical and information system of support to the state budget, which allows:

• to form aproposals to forecast expenditures and program classifications;
• to forecast resources of State and local budgets;
• to developing analytical materials on the dynamics of main indicators of the State, local and consolidated budgets for 5 years;
• to develop statistical and analytical reporting;
• to elaborate income exemptions, provision, financing, and repayment of loans of the State budget;
• to calculate monthly expenditure limit;
• to support multiple approaches to creating the mural;
• to make amendmends to the mural, income exemptions, provision, financing and repayment of loans of the State budget, etc.

"PARUS-consolidation" - a comprehensive automation system of consolidated accounting designed for large enterprises and institutions that have a large number of reporting structures, which periodically report to the parent organization. Functionally flexible system allows to build and analyze information of various aspects, for example, to perform construction accounts, collect and analyze statistical information on various areas of activities of reporting agencies, data processing, etc.

The system allows to automate all major steps of work on reporting:

* Fill, check and print basic reports;
* Receive consolidated reporting and its control;
* Analysis of the information contained in reports and its representation in the form of analytical reports, graphs and charts;
* Primary storage and summary reports in the database, using of information stored in it when filling and analysis reports;
* Exchange of information between accountable agencies.

The activities of Main Department of the Civil Service of Ukraine towards the realization of informatization process is aimed at the following goals:

- developing and introducing an integrated system of electronic circulation of documents of the Main Department of the Civil Service of Ukraine, its territorial units, and the Secretariat of the Cabinet of Ministers of Ukraine;

- improving electronic informational resources of the Main Department of the Civil Service of Ukraine;

- creating and introducing a strategic project in the civil service sphere – "National database of electronic personnel files of civil servants and officials in local government bodies";

- implementation of the "electronic civil servant" concept with the help of IP-telephony;

- development of automated system of civil servants personal data - system "Card".
