Policy Analysis Group

Policy analysis groups are established as temporary creative teams consisting of civil servants that work upon the search for strategy and ways of addressing a specific actual problem in the priority area of a respective government body.  

The legislative framework for the functioning of policy analysis groups includes the following documents:

1. The Program of Civil Service Development for 2005-2010 that was approved by a regulation of the Cabinet of Ministers of Ukraine # 746 of 8.06.2004 with the amendments endorsed by a resolution of the CMU from 03.09.08

2.  The order of the Cabinet of Ministers of Ukraine “On Ensuring the Functioning of Policy Analysis Groups in Central Executive Power bodies and the Secretariat of the Cabinet of Ministers of Ukraine” of 07.02.2007

3. The order of the Cabinet of Ministers of Ukraine “On Approval of Measures with Regard to Implementation of the EU-Ukraine Action Plan in 2008” from 06.08.08

4. The Memorandum of Understanding between the Government of Ukraine and the Government of Canada on the reform of human resources management system in the Ukraine’s civil service that was signed on 26.05.08. 

Policy analysis is a set of practical tools on the preparation of policy decisions that includes comprehensive analysis of existing trends and problems, assessment of their causes and implications, formation of alternative ways of problem solving and selection of optimal options.

Participation of civil servants in the functioning of policy analysis groups is classified as in-service scientific research. Policy analysis groups include 10-12 civil servants of III-IV categories representing various structural departments of the respective executive power body, in particular: heads of structural departments on European integration issues, civil servants participating in the elaboration of budget proposals and inquiries of central executive bodies; civil servants participating in the planning of the activity of executive bodies; civil servants occupied with public relations and mass media, and employees of personnel units. Head and composition of policy analysis groups are endorsed by the leadership of a respective executive power body.

Policy analysis groups represent a mechanism of improving the system of planning, making and coordination of public policy in state authorities. Participation in policy analysis groups promotes the formation of practical skills in the sphere of policy analysis, impact of government decisions, benefits and costs, organizations of effective communications. Policy analysis groups proved their effectiveness during the preparation of state authorities to the application of institution building instruments Twinning and TAIEX.

E-goverment

Automation and implementation of information systems for accounting and financial analysis in a market economy conditions in Ukraine today is one of the most important tasks of any institution. Itself accounting in the company is only one component which can be regarded as an internal affair of enterprise, the other one - evaluation of financial and economic activities of the this enterprise by the state (reporting, writing of which is very time consuming process). That is why computer programs can save time and effort accounters by automating routine operations and finding arithmetic errors in accounting and reporting, as well as give an assess of the current financial situation of the enterprise and its prospects.

Today the leader makes a decision under uncertainty and risk, forcing him to keep under control the various aspects of financial - economic activity. This activity is reflected in numerous documents containing diverse information. Correctly processed and systematized it is in some way guarantee good governance. Opposite, the lack of reliable data can lead to incorrect management decisions and the consequent severe losses.

In the Main Department of Civil Service of Ukraine today have been introduced several information systems of accounting:

"1C: Accounting", designed to automate accounting and tax accounting. Provides decision of key tasks that accounting department faces as well as allows to provide VAT accounting, payroll, tax accounting, preparation of standard accounting reports, etc.

"CHAIN - M", a program developed by the State Treasury of Ukraine to implement by the managers of budgetary funds and agencies of the State Treasury a number of requirements of normative documents and has been with built taking into account the methodologies of the State and local budgets performance. This program is designed to create electronic and paper media distributions, commitments and payment orders regarding State and local budgets;

"Budget", analytical and information system of support to the state budget, which allows:

• to form aproposals to forecast expenditures and program classifications;
• to forecast resources of State and local budgets;
• to developing analytical materials on the dynamics of main indicators of the State, local and consolidated budgets for 5 years;
• to develop statistical and analytical reporting;
• to elaborate income exemptions, provision, financing, and repayment of loans of the State budget;
• to calculate monthly expenditure limit;
• to support multiple approaches to creating the mural;
• to make amendmends to the mural, income exemptions, provision, financing and repayment of loans of the State budget, etc.

"PARUS-consolidation" - a comprehensive automation system of consolidated accounting designed for large enterprises and institutions that have a large number of reporting structures, which periodically report to the parent organization. Functionally flexible system allows to build and analyze information of various aspects, for example, to perform construction accounts, collect and analyze statistical information on various areas of activities of reporting agencies, data processing, etc.

The system allows to automate all major steps of work on reporting:

* Fill, check and print basic reports;
* Receive consolidated reporting and its control;
* Analysis of the information contained in reports and its representation in the form of analytical reports, graphs and charts;
* Primary storage and summary reports in the database, using of information stored in it when filling and analysis reports;
* Exchange of information between accountable agencies.

The activities of Main Department of the Civil Service of Ukraine towards the realization of informatization process is aimed at the following goals:

- developing and introducing an integrated system of electronic circulation of documents of the Main Department of the Civil Service of Ukraine, its territorial units, and the Secretariat of the Cabinet of Ministers of Ukraine;

- improving electronic informational resources of the Main Department of the Civil Service of Ukraine;

- creating and introducing a strategic project in the civil service sphere – "National database of electronic personnel files of civil servants and officials in local government bodies";

- implementation of the "electronic civil servant" concept with the help of IP-telephony;

- development of automated system of civil servants personal data - system "Card".

 

On February 08, 2014 the working meeting of the Twinning Programme Administration Office (hereinafter - PAO) headed by the Acting Head of the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS) Julia Kovalevska was held.

The state of implementation of the Twinning projects in Ukraine including the Twinning project for the NAUCS was considered during the meeting. In addition the issue of the government authorities’ involvement into the process of the EU assistance realization within the framework of the Twinning instrument was discussed.

According to the results of the meeting 5 TAIEX application forms appealed by the government authorities were approved. They are to be sent on approval to the European Commission. It was also reported that since the beginning of the year the NAUCS has received 20 new application forms from the government authorities, 10 of them were sent on approval to the European party.

The issue of working relationship with the Organization of Economic Cooperation and Development (hereinafter – the OECD), in particular the participation in the 49th session of the Public Governance Committee of the OECD (April 1 – 2, 2014) was reviewed during the meeting of the PAO. The subject of the session above mentioned was Implementation of Innovative Technologies for Improving Public Sector Governance. It is also expected to take part in the Global Forum of the OECD (April 2 – 4, 2014) dedicated to the problem of gender equality in the area of public governance.

Representatives of the NAUCS, the Center for Adaptation of the Civil Service to the Standards of the European Union and the School of Senior Civil Service took part in the meeting.

Forreference: since 2005 in accordance with the Decree of the President of Ukraine “The Issue On Provision of the Twinning Programme Implementation in Ukraine” dated on October 6, 2005 № 1424/2005 the NAUCS directs and coordinates the activity on preparation and implementation of the Twinning Programme in Ukraine. Moreover the NAUCS is the national coordinator of the institutional building instrument TAIEX and the CIB Programme according to the relevant legal acts. The PAO functions under the NAUCS and it was established to perform general coordination of implementation of the Twinning, TAIEX instruments and the CIB Programme in Ukraine. 

On February 7, 2014 at the premises of the Ministry of Social Policy of Ukraine the official opening of the Twinning Light project “Approximation of the Legislation of Ukraine to the European Norms and Standards in the Area of Professional Rehabilitation and Employment of Disabled People” took place.

The project that is to be implemented in cooperation with the Ministry of Health, Social Services and Equality of the Kingdom of Spain is aimed at supporting the Ukrainian government in the approximation of Ukrainian legislation to the European standards in the area of professional rehabilitation and employment of disabled persons as well as creating conditions for their implementation.

 

The Deputy Minister of Social Policy of Ukraine, the Project Leader Lidia Drozdova in her opening remarks underlined the importance of social issues the project touches upon.

The Acting.Head of the National Agency of Ukraine on Civil Service Julia Kovalevska welcomed all the participants on the opening of theTwinning project. In her speech she presented the main achievements of the Twinning project implementation in Ukraine. It was also admitted that the Project above mentioned was considered to be the second one to be implemented by the Ministry of Social Policy of Ukraine. That fact proved high activity of the Beneficiary party in the area of institutional capacity strengthening.

The First Secretary of the Embassy of Spain in Ukraine Escalas Oriol Noya, the Project Leader of the Kingdom of Spain Jacob Martin Fernandez, the coordinator of the health sector and the social sector of the EU Delegation in Ukraine Serhiy Polyuk presented their speeches during the event.

Iryna Luchynska, Deputy Director of the Twinning Programme Administration Office of the Center for Adaptation of the Civil Service to the Standards of the European Union attended the meeting.

On February 7, 2014 the working meeting on the Twinning project implementation “Assistance in Development of an Open and Transparent Agricultural Land Market in Ukraine” which is implemented in cooperation with the consortium of the Kingdom of the Netherlands, Federal Republic of Germany and the Lithuanian Republic was held.

During the meeting the issue on the implementation of the Twinning project above mentioned was under consideration, in particular it touched upon the conference organization on occasion of the official opening of the project and the first meeting of the steering committee. Besides, some recommendations regarding preparation of the project documentation were provided, it was also agreed to conduct regular meetings with the representatives of the Twinning Programme Administrative Office.

The Resident Twinning Advisor Stephan Verbunt and the RTA Counterpart Olesya Shafranska took part in the event.

Anastasiya Terech, the Head of the Twinning Projects Coordination Unit of the Center for Adaptation of the Civil Service to the Standards of the European Union (the Center), and Olga Denysyuk, senior consultant of the Department of Project Management of the Center attended the meeting.

On January 21, 2014 at the premises of the National Academy under the President of Ukraine within the framework of the round table discussion the Project kick off “Development of Civilian Competencies in Ukraine” between Ukraine and Switzerland took place.  

The Project is directed at civilian society building through dissemination of knowledge on education for democracy and education regarding human rights in Ukraine, in particular by means of the system of professional training for civil servants and local self-government officials.

During the event the Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Maryna Kanavets underlined that the National Agency of Ukraine on Civil Service and the National Academy have been cooperating effectively within the framework of international technical assistance projects. Thus cooperation with the foreign counterparts within the framework of the above mentioned project implementation is to promote public administration modernization on the basis of democratic values and principles of effective government.

Representatives of the Administration of the President of Ukraine, the Secretariat of the Committee of Verkhovna Rada of Ukraine on Science and Education, representatives of international organizations, experts of the Project “Development of Civilian Competencies in Ukraine”, the teaching staff, postgraduates and the audience of the National Academy took part in the round table discussion.

On January 21, 2014 at the premises of the State Space Agency of Ukraine (the SSAU) the meeting of the Steering Committee of the Twinning Project “Institutional Capacity Building of the SSAU regarding the Implementation of the European Space Programs in the Area of Satellite Navigation (EGNOS/ Galileo) and Remote Sensing of the Earth (GMES)” took place. The Project has been being implemented in cooperation with the National Institute of Airspace Technologies of Spain (INTA).

During the meeting the state of the Project realization for the first reporting period was considered. In particular, information regarding the activities having been conducted was presented as well as the Action plan for the next reporting period was discussed.

The Project Leader in Ukraine, Deputy Head of the SSAU, the Project Leader and the Deputy Project Leader from the Kingdom of Spain, the Resident Project Advisor and his Counterpart from Ukraine as well as some representatives of the EU Delegation took part in the event.

On January 16, 2014 in the premises of the National Agency of Ukraine on Civil Service the regular meeting of the working (steering) group on the NATO – Ukraine Programme realization for the professional development of the civilian personnel of the sector of security and defense took place.  

During the meeting the updated draft project of the Action Plan of the NATO – Ukraine Programme realization for the professional development of the civilian personnel of the sector of security and defense for 2014 was presented.  

All the participants of the event discussed the issue on the Action Plan implementation of the NATO – Ukraine Programme in the first quarter of 2014. Among the main directions according to which the programme is to be implemented it is suggested to solve the problem regarding language proficiency, interior audit, policy formation as well as providing the courses of professional training.

The issue of preparation for the realization of the course of defense and security for the leading personnel of government authorities of Ukraine was also under consideration. The main objective of the course above mentioned is the policy formation of the audience (representatives of top management of government authorities), understanding the strategy in the area of defense and security of different countries, comprehension the issues of security and defense, skills development to their overall analysis.

According to the results of the meeting the draft project of the Action Plan of the NATO – Ukraine Programme for the professional development of the civilian personnel of the sector of security and defense for 2014 was approved.

Representatives of the Secretariat of the National Security and Defense of Ukraine, the Ministry of Defense of Ukraine, Security Service of Ukraine, the Troops of the Interior of the Ministry of Internal Affairs of Ukraine, the State Emergency Service of Ukraine, the State Border Guard Service of Ukraine, NATO Liaison Office in Ukraine, higher education establishments took part in the meeting of the steering group

Inreference: NATO - Ukraine Programme for the professional development of the civilian personnel of the sector of security and defense was founded in October, 2005 during the Consultation of high level between NATO and Ukraine (Vilnius, Lithuania). The Programme presupposes practical professional training as well as definite financial inputs from the member states of the Alliance. .According to the resolution of the sixth meeting of the Commission on cooperation  between Ukraine and the North Atlantic Treaty Organization (NATO) the National Agency of Ukraine on Civil Service was established as the national coordinator of the NATO – Ukraine Programme for the professional development of the civilian personnel of the sector of security and defense and the main performer of the actions regarding the realization of the NATO – Ukraine Programme for the professional development of the civilian personnel of the sector of security and defense.  

On December 20, 2013 with the participation of representatives of the State Treasury Service of Ukraine and the National Agency of Ukraine on Civil Service  the working meeting with the framework expert on the Twinning Fiche preparation for the project “Transposing of the International Public Sector Accounting Standards (IPSAS) into the System of Public Audit of Ukraine” took place.

During the meeting some amendments to the draft Twinning Fiche, logic matrix and the budget of the project above mentioned were presented and discussed.

Anastasiya Terech, senior consultant of the Twinning Projects Coordination Unit of the Center for Adaptation of the Civil Service to the Standards of the European Union attended the meeting..

On December 16, 2013 in the premises of the Ministry of Revenue and Duties of Ukraine the working meeting with the expert regarding the preparation of the technical task (Twinning Fiche) for the Twinning project “The Capacity Strengthening of the Ministry of Revenue and Duties of Ukraine regarding the Tax System in Ukraine” took place.
