On December 18, 2013 in the premises of the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS) the meeting of the Acting Head of the NAUCS Yulia Kovalevska with the SIGMA Programme Expert on public procurement Daniel Ivarsson was held.

On December 18, 2013 in the premises of the EU Delegation in Ukraine the working meeting with the expert on the Twinning Fiche Projects preparation “Improvement of the State Internal Financial Accounting in Ukraine” and “Transposing of the International Public Sector Accounting Standards (IPSAS) into the System of Public Audit of Ukraine” took place.

On December 2, 2013 representatives of the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS) took part in the meeting regarding the Twinning project preparation “Realization of Classification of the Tourist Infrastructure Objects and Improvement of the System of Recording the Specialists in the Area of Tourist Support”.The State Agency of Ukraine for Tourism and Resorts (hereinafter – the SAUTR) is the beneficiary of the project.

The issues on the Twinning Fiche preparation, in particular mandatory results of the future project and activities necessary for their achievement were discussed during the meeting.

Iryna Luchynska, Deputy Director of the Twinning Programme Administration Office of the Center for Adaptation of the Civil Service to the Standards of the European Union (the Center) and Yan Yakuschenko, senior consultant of the Sector of Administrative Reforms Projects, SIGMA and CIB of the Center took part in the event.

For reference: since 2005 according to the Decree of the President of Ukraine dated on 06.10.2005 № 1424/2005 «The Issue on Provision of the Twinning Programme Implementation in Ukraine»  the National Agency of Ukraine on Civil Service directs and coordinates the activity on preparation and implementation the Twinning Programme in Ukraine. Moreover the NAUCS is the national coordinator of implementation of the institutional building instrument TAIEX and CIB Programme according to the relevant legal acts

On December 5, 2013 the working meeting with the representative of the High Specialized Court of Ukraine for Civil and Criminal Cases dedicated to the Twinning project preparation “Strengthening the Capacity of the High Specialized Court of Ukraine for Civil and Criminal Cases regarding Approximation of the National Legislation to the Standards of the European Union” took place.

During the meeting the issues on amendments to the project budget and terms of the follow-up revision of the Twinning Fiche were discussed.

Anastasiya Terekh, senior consultant of the Twinning Projects Coordination Sector of the Center for Adaptation of the Civil Service to the Standards of the European Union took part in the event.

Closing conference on completion of the Twinning project for the State Agency on Energy Efficiency and Energy Saving of Ukraine (SAEEU) was held.

Twinning project “Improvement of the Regulatory Framework in the Area of Energy Efficiency and its Approximation to the Requirements of the EU Legislation” has been successfully implemented for 25 months by the partners from the Federal Republic of Germany and the French Republic in cooperation with the SAEEU.

Resident Twinning Advisor Counterpart from the Ukrainian Party Olena Kazlovceva in her speech admitted that economic development of any country depended on the ability to effectively use fuel and power resources. Due to understanding the importance of this project and fruitful cooperation between foreign experts and the civil servants of Ukraine some ambitious objectives stated by the SAEEU were achieved. The Project performance was highly evaluated by independent experts.

The Project Leader from the Federal Republic of Germany Harald Heflik was pleased with the fruitful cooperation and the performance of the results achieved.

Moreover, key experts represented the main achievements of the project, in particular the revision of specific laws (draft laws) and the legislation of Ukraine, comparative analysis of the primary legislation of Ukraine with the directives of the European Union on energy efficiency and other components which have been implemented within the framework of the project.

The objective of the project above mentioned was to create the efficient system of the effective legislation and the state policy in the area of energy efficiency approved with the requirements of the EU legislation that supports formation of favorable environment for general reduce of energy consumption as well as consumption of primary energy resources.

Currently, all the mandatory project results are achieved as well as the project is considered to be fully completed by the parties.

Representatives of National Agency of Ukraine on Civil Service a national coordinator of Twinning projects in Ukraine on November 27, 2013 took part in Steering Committee meeting for Twinning project “Support to the development of the social services system in Ukraine”, which is implemented by France.

During the meeting the state of project implementation and activities planned for the next reporting period were discussed. Also a working plan for the next quarter was presented.

From 24 to 29 November 2013 the study visit of Ukrainian delegation to the Republic of Poland headed by the director of the Center for Adaptation of Civil Service to the Standards of the European Union Maryna Kanavets is held.

The purpose of this study visit is to exchange experiences on human resources management in particular review of the civil servants selection procedure, civil service remuneration system, civil service ethics, training, retraining and in-service training programs of civil servants.

During the event participants have the opportunity to visit the award ceremony of civil servants and the Office of the Prime Minister of Poland as well as the Subcarpathian Voivodeship Office in Rzeszow and Lublin Voivodeship Office in Lublin.

During the meeting the state of project implementation and activities planned for the next reporting period were discussed. Also a working plan for the next quarter was presented.

From 24 to 29 November 2013 lasts study visit of Ukrainian delegation to the Republic of Poland, headed by the director of the Center for Adaptation of Civil Service to the Standards of the European Union Maryna Kanavets. 

On November 26, 2013 Action Head of the National Agency of Ukraine on Civil Service Yuliia Kovalevska  took part at the kick-off conference  for the Twinning project “Institutional Support to the Ministry for Infrastructure of Ukraine on Increasing the Operation Performance and the Competitiveness of Rail Transport in Ukraine”.
