Working Meeting with the Expert of the SIGMA Programme on Public Procurement

On December 18, 2013 in the premises of the National Agency of Ukraine on Civil Service (hereinafter – the NAUCS) the meeting of the Acting Head of the NAUCS Yulia Kovalevska with the SIGMA Programme Expert on public procurement Daniel Ivarsson was held.

During the meeting all the participants managed to discuss the issue regarding organization of the conference on public procurement within the framework of the European Neighbourhood and Partnership Instrument (Eastern countries) on January 22-24, 2014.

The SIGMA Programme in cooperation with the Ministry of Economic Development and Trade of Ukraine together with the Antimonopoly Committee and the EU Delegation in Ukraine are considered to be the main initiators of the event.

The goal of the conference is raising awareness on the necessity of improving the principles and instruments of legal protection, that are to be followed in the process of public procurement and studying  recent amendments to the EU legislation in this area.

Forreference: the SIGMA Programme (Support for Improvement in Governance and Management) was founded with the initiative of the Organization of Economic Cooperation and Development (OECD) and the EU. It is considered to be one of the high-profile analytical centers which plays the key role in preparation of the candidate countries to the EU accession and support to the public administration reform.

The main objective of the Programme is support to modernization of public administration of the countries of Central and Eastern Europe through conducting analysis of the draft laws, administrative structures, training organization etc.

Areas of the SIGMA Programme involvement:

  • Public administration and civil service;
  • Public finance management including budget policy, financial management and monitoring, internal and external audit;
  • Public procurements;
  • Administrative services.
