The Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Maryna Kanavets took part in the Summer School “Improving Effectiveness of the Centers for Professional Development for Civil Servants in the Contex

On 11 - 15 July, 2016 in the urban-type settlement Zatoka of Odessa region the summer school “Improving Effectiveness of the Centers for Professional Development for Civil Servants in the Context of Public Administration Reform” organized by the Hanns Seidel Foundation in cooperation with the National Academy for Public Administration under the President of Ukraine wass held.

The event was organized to discuss the development of professional development system for civil servants and local government officials in the context of public administration reform and presentation of the Bavarian experience regarding realization of professional development for civil servants.

Marina Kanavets in her speech presented the main activities of the Center for Adaptation of the Civil Service to the Standards of the European Union and introduced the results of the training programme “Human Resources Management on the Civil Service”.

Within the summer school participants provided experience exchange regarding determination of the activity effectiveness of the authorities, organization form of the centers for professional development as well as learnt the best practices of Ukrainian and European experts regarding development of the professional advancement system for civil servants and local government officials training programmes.

For reference: The training programme “Human Resources Management on the Civil Service“ was designed and implemented within the framework of  joint project of the Delegation of Hanns Seidel Foundation in Ukraine and the National Agency of Ukraine on Civil Service ”Capacity Building of the National Agency of Ukraine on Civil Service regarding the Order and Development of Training Programmes for Civil Servants”.

The training programme is aimed at implementing the transformation instruments of the existing structural units on work with the personnel in government authorities to human resources management services, focusing on their analytical and organizational work of personnel management, forecasting of the staff development, career planning of the civil servants providing their education etc.

127 heads of HR services completed the training programme for the period from 14 June to 8 July 2016.

Following the study a practical guide questions and answers for heads of HR services was published.
