On October 11, 2016 during the meeting of the Government of Ukraine the Resolution ”On Approval of the Procedure for Initiating, Preparation and Implementation of the Twinning projects”, which was caused by the need of improving the efficiency of the EU Institution Building Instruments realization in Ukraine, was approved.
The Resolution was developed in order to improve the procedure for preparation and implementation of the Twinning projects in Ukraine by determining the National Agency of Ukraine on Civil Service (hereinafter — the NAUCS) as the coordinator for the Institution Building Instrument Twinning implementation as well as regulating relations between the NAUCS and beneficiaries of Twinning projects.
”The Procedure for Initiating, Preparation and Implementation of Twinning projects” takes into account the new strategic directions for Twinning implementation that was defined by the European Commission, and will facilitate regulating the procedure of preparation and implementation of Twinning, in particular, it will:
- define the role of the NAUCS as the coordinator for the Institution Building Instrument Twinning implementation ;
- bring the procedure for initiating, preparation and implementation of Twinning projects to a compliance with the Common Twinning Manual;
- establish strict stages of Twinning preparation ;
- fix the deadlines for initiating, preparation and implementation of Twinning, agreed upon the Delegation of the European Union to Ukraine;
- simplify procedures for preparation of Twinning projects for government authorities that are beneficiaries, in particular cancel preparation of technical tasks for the framework experts;
- improve coordination process of initiating, preparation and implementation of Twinning projects by updating the official composition and conducting meetings of Working Group for Coordination of Twinning on a regular basis;
- optimize Twinning project proposals forms that are submitted by interested government authorities.
For reference: Resolution of the Cabinet of Ministers of Ukraine ”On Approval of the Procedure for Initiating, Preparation and Implementation of Twinning” was developed by NAUCS in joint cooperation with the Government Office for European and Euro-Atlantic Integration of the Secretariat of the Cabinet of Ministers of Ukraine with the support of the Delegation of the European Union to Ukraine in accordance with the paragraph 7 of the Action Plan on implementation of the Strategy of reforming the civil service and service in local self-government authorities in Ukraine for the period till 2017, approved by the Cabinet of Ministers of Ukraine dated from March 18, 2015 No 227-r.
