On April 20, 2017 at the premises of the State Service of Ukraine on Food Safety and Consumer Protection the Fifth Steering Committee Meeting on Twinning project “Assistance with implementation of SPS commitments under the EU–Ukraine Association Agreement” which is implemented in cooperation with the State Food and Veterinary Service of the Republic of Lithuania and Abruzzo and Molise Region Experimental Animal Health Care Institute “G. Caporale” (IZSAM), Italy was held.
The goal of the project is to assist government authorities of Ukraine in approximation and harmonization of SPS measures with the EU norms, as well as the implementation and realization of legislation that will expand the possibilities of trade with the EU for Ukrainian producers of food and agricultural products.
Head of the State Service of Ukraine on Food Safety and Consumer Protection, BC Project Leader Volodymyr Lapa in his opening speech welcomed the participants and underlined the importance of the project implementation.
RTA Petras Machyulskis presented the quarterly report, introduced the main outcomes of activities realized within the framework of its implementation and outlined the plans for the next reporting period.
As a result of the working meeting the fifth quarterly report was signed, activities for the sixth reporting period were approved as well as the date of the next Steering Committee Meeting was agreed.
Head of Sector “Agriculture” of the EU Delegation to Ukraine Christian Ben Hell underlined the willingness of the EU to support Ukraine in realization of the Twinning project “Assistance with implementation of SPS commitments under the EU–Ukraine Association Agreement” that will improve the competence of civil servants as well as trade relations between Ukraine and the EU.
Deputy Director of the State Food and Veterinary Service of the Republic of Lithuania, MS Project Leader Vidmantas Paulauskas, representative of Abruzzo and Molise Region Experimental Animal Health Care Institute “G. Caporale” Paolo Dalla Villa, representatives of the State Service of Ukraine on Food Safety and Consumer Protection and other stakeholders also took part in the meeting.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Senior Consultant of the SIGMA and CIB Project Division of the Projects Management Unit Olena Rachynska and Senior Consultant of the International Cooperation Sector Projects Management Unit Anatolii Sopilka attended the event.

according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning projects” as of October 11, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of Institution Building Instrument Twinning in Ukraine.
In addition, according to the relevant regulatory acts the National Agency of Ukraine on Civil Service is the national coordinator of institution building instrument TAIEX and CIB programme implementation in Ukraine.
In order to provide effective coordination of Twinning, TAIEX instruments and CIB programme the Twinning Programme Administration office in Ukraine was created, its functions are executed by the Center for Adaptation of the Civil Service to Standards of the European Union.
