On October 12, 2017 at the State Service of Ukraine on Food Safety and Consumer Protection the Seventh Steering Committee Meeting on Twinning project “Assistance with implementation of SPS commitments under the EU–Ukraine Association Agreement” which has been implemented in Ukraine during 2016-2017 in cooperation with the State Food and Veterinary Service of the Republic of Lithuania and Abruzzo and Molise Region Experimental Animal Health Care Institute “G. Caporale” (IZSAM), Italy was held.
The goal of the project is to assist government authorities of Ukraine in approximation and harmonization of SPS measures with the EU norms, as well as the implementation and realization of legislation that will expand the possibilities of trade with the EU for Ukrainian producers of food and agricultural products.
Head of the State Service of Ukraine on Food Safety and Consumer Protection, BC Project Leader Volodymyr Lapa in his opening speech welcomed the participants and admitted the coordinated cooperation between the project partners from the consortium and beneficiary countries, which contributed to its effective implementation.
RTA Petras Machyulskis presented the quarterly and final reports of the project. In addition, it was also pointed out that during implementation period of the project 55 legal acts were elaborated of which 11 drafts are under the SPS Strategy, 19 draft acts on standard operating procedures and 25 drafts of other legal acts.
Concluding remarks were delivered by the Head of Sector “Agriculture” of the EU Delegation to Ukraine Christian Ben Hell and Deputy Director of the State Food and Veterinary Service of the Republic of Lithuania, MS Project Leader Vidmantas Paulauskas.
As a result of meeting, the project report from 1 July till 17 October, 2017 and the final report of the project were approved.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Head of the TAIEX Coordination Division of the Projects Management Unit Olena Rachynska attended the event.

according to the Resolution of the Cabinet of Ministers of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning projects” as of October 11, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of Institution Building Instrument Twinning in Ukraine. In addition, according to the relevant regulatory acts the National Agency of Ukraine on Civil Service is the national coordinator of institution building instrument TAIEX in Ukraine. In order to provide effective coordination of Twinning, TAIEX instruments the Twinning Programme Administration office in Ukraine was created, its functions are executed by the Center for Adaptation of the Civil Service to Standards of the European Union.
