The Fifth Steering Committee Meeting of the Twinning project for the State Agency on Energy Efficiency and Energy Saving of Ukraine was held

On April 15, 2020 at the premises of the State Agency on Energy Efficiency and Energy Saving of Ukraine the fifth Steering Committee Meeting of the Twinning project “Strengthening capacity of the State Agency on Energy Efficiency and Energy Saving of Ukraine on the development of energy production from renewable energy sources, production and use of alternative fuels” was held in the video conference format. 

The objective of the project is to increase of the overall share of energy from renewable energy sources (RES) in gross final energy consumption in an economically and environmentally sound manner while contributing to strengthening the Ukrainian national energy security, as well as to strengthen the capacity of the State Agency on Energy Efficiency and Energy Saving of Ukraine and, potentially in implementing the national policy and legislation in the area of renewable energy in an economically and environmentally sound manner and in line with Ukraine`s commitments under the Association Agreement between Ukraine and the European Union. 

The Resident Twinning Advisor Ulrike GIERA presented the results of the fourth quarter to the participants of the meeting.  In particular, she underlined that under all three components work was continued and several activities were finished during the reporting period. The public presentation on recommendations for the introduction of sustainability criteria for biofuels was held as well as parliamentary process started regarding biofuels. Also four workshops were organized: a combined workshop on regulatory and nonregulatory barriers for renewables, with a special focus on administrative procedures and on possible future measures to increase the use of renewables by 2030; one workshop on energy statistics and reporting in renewables as wells as workshop on communication of renewable topics.

The outbreak of COVID-19 in Europe had a severe impact on the implementation of the project, therefore some project activities are delayed. However, in order to avoid delays in the project implementation in the future, the problem will be solved by organizing remote expert missions.

On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Senior Consultant of the Twinning Coordination Division of the Projects Management Unit Mariana Postolovska attended the event.

For reference: according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October, 2016 No 700 the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established; its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
