On December 03, 2020, Meeting of the Working Group on Coordination of Twinning and TAIEX Instruments Implementation were held.
In her welcoming speech, Head of NAUCS Nataliia ALIUSHYNA noted that the implementation of Twinning and TAIEX institution building instruments in Ukraine is the key to effective implementation of strategic reforms and adaptation of Ukrainian legislation to European norms and standards.
Head of Cooperation in EU Delegation to Ukraine Frederik COENE stressed that Twinning and TAIEX are invariably actively used by public authorities, as they best contribute to the harmonization of national legislation with European and are quite powerful drivers for continuous improvement of the quality of services provided in the civil service.
Head of the Unit of Twinning Programme Administration Office activities ensuring Yuliia YERCHENKO presented the main results of elaboration of Twinning project proposals received from public authorities in the framework of this year’s programming.
Moreover, Head of the Twinning Coordination Division Mariana POSTOLOVSKA presented the Twinning Projects Work Plan, which currently includes 69 projects (55 projects completed, 2 under implementation, 9 projects under the Twinning Fiche and 3 projects in the final stages of preparation and signing of the Twinning contract).
Also Head of the TAIEX Coordination Division Anastasiia PIDHORNA outlined the results of attracting technical assistance from the European Commission under TAIEX instrument for 2020.
The new Procedure of Preparation, Approval and Realization of the Action Plan on Involvement of External Assistance of the European Commission within the framework of TAIEX that was approved by the Resolution of the Cabinet of Ministers as of 09 September, 2020 No 813 was presented at the meeting.
The meeting was attended by representatives of the NAUCS, the Center for Adaptation of the Civil Service to the Standards of the European Union, the Office of the President of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine, the Ministry of Foreign Affairs of Ukraine and the Delegation of the European Union to Ukraine
For reference: in accordance with the Resolution of the Cabinet of Ministers of Ukraine as of October 11, 2016 No 700 “On Approval of the Procedure for Initiation, Preparation and Implementation of Twinning Projects” (as amended by the Cabinet of Ministers of Ukraine as of August 22, 2018 No 663) NAUCS coordinates the implementation of the European Union Twinning institution building instrument in Ukraine. According to the Resolution of the Cabinet of Ministers of Ukraine as of October 01, 2014 No 500 “On Approval of the Regulations on the National Agency of Ukraine on Civil Service” the National Agency of Ukraine on Civil Service is the coordinator of TAIEX institution building instrument.
