Andriy Vyshnevsky, the Deputy Head of MDCSU participated in the 34-th meeting of the Ukrainian part of EU - Ukraine Cooperation Committee

On March 4, 2010, Andriy Vyshnevsky, the Deputy Head of MDCSU took part in the 34-th meeting of the Ukrainian part of EU - Ukraine Cooperation Committee.

Mr Vyshnevsky informed on agenda issues “Plan of Involvement of European Commission’s External Assistance in the Framework of TAIEX”, told about application of TAIEX instrument in Ukraine and main achievements in 2009.

Mr Vyshnevskyy admitted that the results of the external assistance of the European Commission within the Framework of TAIEX for the 2009 application have shown the increasing dynamics of the TAIEX in Ukraine. During 2009, about 827 civil servants have taken part in 47 TAIEX events, among 16 events – on European Commission initiation and 31 – on Ukrainian initiation. During second half of 2009 19 TAIEX events have held involving 250 civil servants, 11 events - on the Ukrainian initiation (9 events have executed on Engaging Plan Assistance, 2 events have been unscheduled), 8 events have carried out on European Commission initiation.

As the result of the 34-th meeting “Plan of Involvement of European Commission’s External Assistance in the Framework of TAIEX” was approved by the Ukrainian part of EU - Ukraine Cooperation Committee.

During the meeting the following issues were discussed:

results of the first sitting of the Joint Committee at Senior Officials level on implementation of the EU-Ukraine Association Agenda
implementation of the initiation “Eastern Partnership” and its support by civil society. In the framework of this issue Konstyantyn Yeliseev, the Deputy Minister of Foreign Affairs submitted an offer to protocol concerning the further cooperation of the Main Department of Civil Service and other stakeholders with European Commission on preparation CIB Framework Document;
results of the research “Evaluation of the authorities bodies for the arrangement of execution of the EU - Ukraine Relations the Association Agreement”
execution of the Ukrainian part of EU - Ukraine Cooperation Committee protocol statements.

In your opinion All-Ukrainian Competition "Friendly Administration":

	really improve the quality of services delivery;
	good initiative, but is badly implemented (lack of informational campaigne etc.);
	the concept of the competition need to be revised;
	I've never heard about this competition.
