Fourth Annual Conference on Twinning Operations "Implementation of the Comprehensive Institution Building Programme in the context of Public Administration Reform" 

Twinning Programme Administration Office of Ukraine, Main Department of the Civil Service of Ukraine under the support of the Cabinet of Ministers of Ukraine and the European Commission organize Fourth Annual Conference on Twinning Operations to be held in Kyiv, Ukraine on 14 – 15 October 2010.

The conference used to be held annually since 2007 and succeeded in establishment of solid network of professionals in institution building from Eastern Partnership Countries and EU member states.

So far Annual Conferences were considered as forum for discussion of actual issues on development and application of institution building instruments, namely Twinning, ТАІЕХ and SIGMA. The issues on Comprehensive Institution Building Programme and Eastern Partnership initiative were raised during the Third annual conference in November 2009. Since that time a great deal of preparatory work has been undertaken pursuing CIB Programme launching. In this regards we decided to devote this year conference to practical issues and exchange of experience in CIB preparation with strong emphasis on its impact on institutional and public administration reform process.

As a result of the conference joint position paper by conference participants will be developed.
