The Third Annual Conference on Twinning Operations is organized by the Main Department of the Civil Service of Ukraine/Twinning Programme Administration Office of Ukraine under support of the Cabinet of Ministers of Ukraine and European Commission. 

The aim of the conference is to facilitate the establishing of professional community of civil servants of the Eastern partnership countries to exchange experience, best practices, success stories and lessons learnt in the field of administrative and institutional reform through the application of Twinning institution building instrument.

Since 2007, annual conferences on Twinning operations in Ukraine have become a tradition and created a forum for PAOs from Azerbaijan, Armenia, Georgia, Moldova and Ukraine for discussion of various issues of institutional building instruments Twinning, TAIEX and SIGMA with the aim to exchange experience and increase effectiveness of its using.

We are offering to devote this year’s conference to prospects of Twinning in the context of Eastern Partnership and achievements of Twinning instrument over 3 years period.  The officials of the European Commission and the Delegation of the European Commission to Ukraine, National Contact Points of Azerbaijan, Moldova, Georgia, and Armenia, representatives of the Government of Ukraine, public bodies of Ukraine (including current and potential Twinning project beneficiaries), Twinning partners and special guests are invited to the сonference.

As a result of the conference, a joint position paper by conference participants will be developed. We believe that the сonference of civil servants, experts from the EU member states and neighboring countries will strengthen partnership relations in the Eastern partnership region and create a basis for new initiatives in the sphere of the institution building instruments.
