On January 4,2010, in the premises of the National Academy of Public Administration, Office of the President of Ukraine (NAPA) held the round table in the framework of the Twinning project "Support to the Civil Servants Training in Ukraine".
The round table provided an opportunity to present four Reference studies about the relevant experience of some EU member states (France, Poland, Spain, Latvia) in order to compare countries with different civil service systems and identify best practices, focusing on the following indicators: legislative framework, training institutions, central administrative responsibility, qualification, promotion and impact on career, training development, budgeting, training programmes, admission to training.
The Deputy Head of MDCSU Olena Tertyshna,the First Deputy Director of the Center for Adaptation of the Civil Service to the Standarts of the European Union Andriy Bega, President of the National Academy of Public Administration under the President of Ukraine Yuriy Kovbasiuk, Vice President of NAPA the President of Ukraine Maryna Bilynska,the Head of Learning Department of NAPA the President of Ukraine Volodymyr Soroko, Project Leader (France) Emmanuel Vergne, Resident Twinning Adviser Hugues Fantou, the First Component Leader Patrice Blemont, the Deputy Director of the School of Senior Civil Service Tetyana Pazhytnova, the Deputy Head of the Latvian State Chancellery of Public Administration Baiba Petersone, the member of the Consultative Board on social researches, Chancery of the Prime Minister of Poland Robert Sobiech, Professor of the School of Public Administration of Catalonia (Spain) Josep Pere Camino Pons, Senior Consultant of the Twinning Administration Office Olesya Tsykaliuk took part in the action, representatives from Ministry of Finance, Ministry of Education and Science and other non-state actors.
