Scientific research in 2009

In 2009 the Сenter for Adaptation of the Civil Service to the Standards of the European Union has managed to carry out 8 scientific researches within the framework of the following subject areas:

•     History of civil service in Ukraine (started in 2008);
•     Development of the network of policy analysis groups in the system of executive power bodies of Ukraine (started in 2008);
•     Formation of the system of electronic documents circulation of the executive bodies based on the automated Paperwork and Control over the Performance Discipline System;
•     Formation of the information infrastructure model of the central executive bodies which has territorial structural subdivisions and jurisdictional organizations with the IP-telephony usage;
•    Formation of the automatic quality management system and its implementation in the Main Department of Civil Service of Ukraine, its territorial subdivisions and jurisdictional organizations;
•     Development of methodological recommendations on dividing according to subject headings, information loading and technologies for maintenance of web-resources of central executive bodies and their implementation in the case of the Main Department of Civil Service of Ukraine;
•     Formation of the model of electronic register of state and administrative services together with the development of methodological recommendations on its implementation and maintenance;
•     Preparation of technical task on development of the mechanism of evaluation of professional, business and moral characteristic features of the candidates on positions of civil servants.

In 2009 the realization of the scientific research “History of Civil Service in Ukraine” implemented by the Institute of History of Ukraine under the National Academy of Science of Ukraine was completed. The scientific research naturally follows the study of Ukraine’s administrative tradition with the purpose to study past experience during the development of modern civil service. In order to be successful at reforming the civil service in Ukraine, understanding of own history and traditions is no less important than studying experience of the EU member states and other developed countries of the world in the area of the public administration.
As the result of the scientific research the edition of 5 volumes on the history of civil service was published. It consists of two-volume monograph and three-volume collection of archival historical documents. The monograph is considered to be the first attempt in the historiography of Ukraine to summarize numerous creative works dedicated to the process of state building, policy administrative system, organization of the civil service in Ukraine. The author’s staff started its investigation analyzing the system of government of the ancient states on the territory of Ukraine. They are the Great Scythia, the states of the Northern Part of the Black Sea Region and the Bosporus Kingdom. Systems of government and the activity of the state officials in different empires through eons of time were also analyzed. The last part of the scientific research is about the civil service of the soviet and modern Ukraine.
Documentary three-volume edition which consists of about 900 documents starting from the 5-th century B.C. is the forming component of the five-volume edition. The above mentioned edition is dedicated to the development of administrative tradition in Ukraine from the ancient times up to dateness, it depicts the organization of government of Ukraine being the part of different states and during the occupational period. The collection consists of a set of documents and various materials. There are some honorary diplomas, statutes, universals, letters, regulations etc. Their overall analysis gives the opportunity to depict the civil service as the subject f human activity sufficiently.
The results of research to be used for determination of objective idea about historical peculiarities of the formation of the institute of civil service on the territory of Ukraine and further development of historical science and the branch of science Public Administration, in the curricula for higher educational establishments and also for the creation of contemporary image of Ukraine.

2. Development of the network of policy analysis groups in the system of executive power bodies of Ukraine
 
In November 2008 Center for Adaptation of the Civil Service to the Standards of the European Union started scientific research “Policy Analysis Groups Development in the System of Executive Bodies of Ukraine” the performer of which is Center of Social Expertise of Institute of Sociology (NAS Ukraine).
During 2009 in the framework of above mentioned research implementation 10 policy analysis groups on sectoral issues of further EU-Ukraine Association agreement and 3 policy analysis groups on issues of MDCSU activity priorities implementation were functioning. The significant peculiarity of groups work in 2009 was preparation to EU-Ukraine Association agreement implementation in part of free trade zone.
On the result of this work 10 analytical document (Ukrainian and English languages) that conform European standards were prepared.

On the initiative of MDCSU Cabinet of Ministers of Ukraine made Decree № 334 "Issues on policy analysis groups activity in the central executive bodies" aimed at strengthening of institutionalization of policy analysis groups as the instrument of EU-Ukraine Association Agreement support.

 

3. Formation of the system of electronic documents circulation of the executive bodies based on the automated Paperwork and Control over the Performance Discipline System

Within the framework of the scientific research a set of methodological recommendations of electronic documents circulation implementation of the executive bodies and implementation of model of automated paperwork in the case of Main Department of the Civil Service of Ukraine.
Modernization and automation of traditional paperwork significantly increased quality of business processes in the everyday work of civil servants and the experience of automated paperwork system usage can be implemented in other state power bodies.


4. Formation of the information infrastructure model of the central executive bodies which has territorial structural subdivisions and jurisdictional organizations with the IP-telephony usage

Within the scientific research the technical project of National database of electronic personnel files of civil servants and officials in local government bodies is worked out including technical, technological, organizational issues as well as its stages, terms, recourses and challenges. On the results of this work concrete propositions to legal support of effective introduction and usage of National database of electronic personnel files of civil servants and officials in local government bodies are developed.  

5. Formation of the automatic quality management system and its implementation in the Main Department of Civil Service of Ukraine, its territorial subdivisions and jurisdictional organizations

Implementation of the results of this scientific research provided introduction of quality management system as integral informational system in which it is possible to manage system configuration, make changes without losing its elements and documents concordance; work with it from the computer on any working place plugged into computer worknet. Such results will be used in the further automation of quality management system functioning in other central executive bodies.

6. Development of methodological recommendations on dividing according to subject headings, information loading and technologies for maintenance of web-resources of central executive bodies and their implementation in the case of the Main Department of Civil Service of Ukraine

Within the scientific research the prototype of new and modernized web-services aimed at giving services to individuals and entities with the helpof internet technologies is created and introduced on web-resources of the Main Department of Civil Service of Ukraine. Such work makes it possible and convenient for every user to get information about MDCSU activities.

7. Formation of the model of electronic register of state and administrative services together with the development of methodological recommendations on its implementation and maintenance

In the framework of this research the model of electronic register of state and administrative services was introduced on the official web-site of Main Department of Civil Service of Ukraine as well as on the web-site of Center for Adaptation of the Civil Service to the Standards of the European Union as the technical administrator of the register.
 
8. Preparation of technical task on development of the mechanism of evaluation of professional, business and moral characteristic features of the candidates on positions of civil servants

On the results of this research technical task on development of the mechanism of evaluation of professional, business and moral characteristic features of the candidates on positions of civil servants is prepared. It foresees preparation of the following key methodological materials:
- methodological advises on psychological analysis of candidate’s personal CV;
- plan and methodological advises on providing diagnostic interview with potential candidate for the civil servant;
- complex of diagnostic methodes.

In conclusions it should be underlined that reached in 2009 results on all scientific researches were aimed at scientific and technical support of settling concrete questions caused by needs of public administration and civil service practice and its adaptation to the standards of European Union.
