Additional source of resources of the Main Department of Civil Service of Ukraine (MDCSU) are the following technical assistance projects where MDCSU is beneficiary, namely:

Twinning project “Support to Civil Service Development in Ukraine” has been implemented from 2011 to 2013. It is funded by the European Commission and is aimed at the achieving of the following results:
1. Improvement of organizational and management capacity of MDCS.
2. Improvement of quality of HR management.
The budget of the project is amounted to 1 500 000 euro.

Project “Technical Support to Public Sector Reforms in Ukraine, Phase II” has been operating under support of Ministry of Foreign Affairs of Denmark (DANIDA) during 3 years (2011-2013). Its budget is 3 800 000 euro. Support to the Main Civil Service Department of Ukraine consists in:
1.    Improved training programme on European Integration, improved skills of MDSCU staff on management of PAR and personal skills;
2.    Policy analysis in the decision-making process improved;
3.    The basis for the delivery of public services improved;
4.    Support for the establishment of comprehensive multi-service network of civil service human resource management provided;
5.    Improved capacity of the MDSC/School/Center staff to deliver their functions properly;
6.    The network of practitioners and researches in the field of public administration and public management (further) developed.

Twinning Project “Development and Improvement Support of the Civil Servants Training System in Ukraine” has been operating from 2009 to 2011. It is funded by the European Commission in the amount of 1 000 000 euro. Its main objective is to modernize training system of the civil servants at local (particularly regional) and central level, which will enable high quality of public service and decision making.

Project "Ukrainian Civil Service Human Resource Management Reform" (CIDA) has been operating during four years (2007-2011). The project budget amounts to 4 800 000 Canadian dollars from the Canadian side and 960 000 – from the Ukrainian side. Project donor is the Canadian International Development Agency (CIDA). It is implemented by Canadian Bureau for International Education. Among its main goals is support of transparent and accountable government in Ukraine by means of holding reforms of HR management system at central level.
