For Ukraine, Twinning is a new form of direct technical co-operation between public administrations and mandated bodies of EU Member States and Beneficiary Administrations of Ukraine that will provide for a transfer of know-how and good practices between public administrations of EU Member States and their Ukrainian counterparts. Twinning projects in Ukraine focus on, at least, some elements connected with the approximation of the acquis and also elements of a structural reform. Twinning is one of the most efficient tool for the implementation of the administrative reform.
Ukraine should be represented in Twinning projects by a public administration which is twinnable: it is possible to find a similar type of administration in an EU Member State related to the domains of cooperation foreseen by the EU—Ukraine Partnership and Co-operation Agreement, the European Neighbourhood Policy Action Plan and other important bilateral agreements. Section Political preconditions provides an overview of these main documents for the development of Twinning projects in Ukraine . The extension of the Twinning instrument to Ukraine, the first among the Tacis countries, is therefore a development that shows the importance attached to increased integration between Ukraine and the Union.
Section Legal framework describes milestones of developing a legal basis for the implementation of Twinning Programme in Ukraine since October 2005, defining responsibilities and obligations of Ukrainian Beneficiary Administrations, along with creating transparent and friendly environment for joint work of Twinning partners.
Section Coordination of Twinning in Ukraine provides structure of coordination and regulation of Twinning activities in Ukraine. The Twinning operators are described in section Twinning stakeholders.
Twinning projects are financed by the European Commission. Ukrainian Beneficiary Administrations will contribute to the Twinning projects with human resources, fully equipped office space, training / conference venues and facilities, including interpretation.
Section Opportunities provides main features for further development of Twinning projects in Ukraine which are foreseen by the Medium Term Plan (2006-2009).
The Twinning Programme Administration Office (PAO) in the framework of the Center for Adaptation of the Civil Servise of Ukraine under the Main Department of the Civil Service of Ukraine (MDCSU) was established for the organization of preparation and implementation of Twinning in Ukraine. To ensure the PAO's effective functioning the necessary financial, personnel and material resources were allocated in 2006. The PAO collaborates with the network of Twinning Focal Points, coordinates and facilitates the practical implementation of Twinning projects, organizes training for current and the potential Beneficiary Administrations, monitors the results of project implementation, develops drafts of legal documents and strategic policy papers. To ensure effective implementation of the Twinning operations in Ukraine, PAO specialists, together with experts of the Beneficiary Administrations, identify project ideas and set-up initial Twinning projects for consideration of the TPCG, develop TORs for framework contract experts, assist in elaboration of Twinning Fiches and the selection and evaluation process, contribute to the Twinning Contract drafting process and monitor implementation of Twinning projects.
