On 07 December 2018 at the premises of the National Agency of Ukraine on Civil Service (NAUCS) the working meeting of the representatives of the Twinning Programme Administration Office with the Project Officer of the Unit C3 – Institution Building, TAIEX, Twinning of the Directorate-General for Neighbourhood and Enlargement Negotiations of the European Commission Brigita Šalkutė in order to discuss the effective implementation and use of the European Commission’s external assistance instruments Twinning and TAIEX was held.

During the event the parties discussed the general status, priorities and pressing issues of the realization of Twinning and TAIEX instruments as well as the practical aspects of the implementation and use of these instruments in Ukraine.

First Deputy Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Yuliіa Lykhach noted that NAUCS as the coordinator of the implementation of the Twinning and TAIEX instruments continues to work on the effective implementation of projects and events within the framework of these instruments. In addition, it was underlined that the government authorities of Ukraine demonstrate high interest in attracting technical assistance in order to approximate their activities to the best European practices and standards.

At the same time, the Head of the TAIEX Coordination Division of the Projects Management Unit Olena Rachynska presented the main achievements and challenges of the Programme Administration Office within the framework of the implementation of the TAIEX instrument.

For reference: according to the Resolution of the Cabinet of Ukraine “On Approval of the Procedure for Initiation, Preparation and Implementation of the Twinning Projects” as of 11 October 2016 No 700(in edition of the Resolution of the Cabinet of Ministers of Ukraine on 22 August 2018 No 663) the National Agency of Ukraine on Civil Service coordinates the implementation of the institution building instrument of the European Union Twinning in Ukraine. Furthermore, in accordance with relevant legal acts the National Agency of Ukraine on Civil Service is the coordinator of institution building instrument TAIEX implementation in Ukraine. In order to provide effective coordination of Twinning and TAIEX the Twinning Program Administration Office in Ukraine was established, its functions are performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
