On July 08, 2020, the Sixth Steering Committee online Meeting of the Twinning Project of the State Agency on Energy Efficiency and Energy Saving of Ukraine “Strengthening Capacity of the State Agency on Energy Efficiency and Energy Saving of Ukraine on the Development of Energy Production from Renewable Energy Sources, Production and Use of Alternative Fuels”, which is implemented jointly with the communication authorities of a consortium of European partners, namely Austria and Italy was held.
The main goal of the project is to strengthen the capacity of the State Agency on Energy Efficiency and Energy Saving of Ukraine and, potentially in implementing the national policy and legislation in the area of renewable energy in an economically and environmentally sound manner and in line with Ukraine`s commitments under the Association Agreement between Ukraine and the European Union.
Yurii SHAFARENKO, the Deputy Head of the State Agency on Energy Efficiency and Energy Saving of Ukraine as well as Beneficiary Country Twinning Project Leader in his welcoming speech thanked the partners and experts for fruitful cooperation and involvement within the project in conditions of remote work.
Welcoming speeches were also made by the PL MS Dietmar PREINSTORFER, representatives of the European Union Delegation to Ukraine Johannes BAUER and Olga SIMAK and the representative of the Twinning Programme Administration Office in Ukraine Mariana POSTOLOVSKA.
Residant Twinning Advisor Ulrike GIERA introduced the participants the key results achieved during the reporting period within the activities of the components and outlined the planned activities for further cooperation with project experts and other stakeholders in the context of improvement of the national policy and legislation in the sphere of renewable energy sources. She also said that the project is currently in its final stage: under Component 1 an additional expert mission for Biofuels was organized to revise the last version of draft law 3356 on liquid biofuels; work on Administrative Procedures was finalized as well as all training sessions were implemented; under Component 3 work on Information in public space and the information brochures on solar PV, solar thermal, biomass, wind and heat pumps were finalized.
The representatives of Twinning project for State Agency on Energy Efficiency and Energy Saving of Ukraine from the EU Member States and the EU Delegation to Ukraine took part in the Meeting.
On behalf of the Center for Adaptation of the Civil Service to the Standards of the European Union the Senior Consultant of Twinning Coordination Division of the Projects Management Unit Mariana POSTOLOVSKA attended the event.
For reference: in accordance with the Resolution of the Cabinet of Ministers of Ukraine dated on October 11, 2016 № 700 “On approval of the procedure for initiating, preparing and implementing Twinning projects” (amended by the resolution of the Cabinet of Ministers of Ukraine dated August 22, 2018 No 663) Twinning in Ukraine. In addition, the NAUCS is the coordinator of the TAIEX institutional building tool in accordance with the relevant Regulations. In order to properly coordinate the Twinning and TAIEX instruments, the Administrative Office of the Twinning Program in Ukraine was established, which is performed by the Center for Adaptation of the Civil Service to the Standards of the European Union.
The Twinning project “Strengthening Capacity of the State Agency on Energy Efficiency and Energy Saving of Ukraine on the Development of Energy Production from Renewable Energy Sources, Production and Use of Alternative Fuels” covers the following three components:
Component 1 - Legislative harmonization and streamlining in the RES sector;
Component 2 - Implementation of Government`s Action Plan on the implementation of RES Directive and of the Action Plan on the implementation of the National Renewable Energy Action Plan (NREAP);
Component 3 - Information, awareness raising and training programs.
