The round table “Political Neutrality of the Senior Civil Service” was held in the conference hall of the School of Senior Civil Service

The initiators of the event were the Main Department of the Civil Service of  Ukraine, the School of Senior Civil Service with support of United Nations Development Programme and the joint Ukrainian-Irish project “Support to Civil Service Reform in Ukraine”

 The round table were opened by the Head of the Main Department of Civil Service of  Ukraine Tymofiy Motrenko and Director of UNDP Mission to Ukraine Ricarda Rieger.

During opening speech Tymofiy Motrenko reminded that the basic task of the event is discussion of institutional strategy of the senior civil service.

The Deputy Head of the Main Department of the Civil Service Ukraine Andriy Vyshnevsky was moderator of the round table. 

During the plennary session of the round table the representatives of international proffesional communities, senior civil service and Ukrainian experts addressed the meeting the questions about the institutional development problems of senior civil service in Ukraine.

In particular, National Expert in the Public Management and Comparative Public Administration Unit of European Institute of Public Administration Herma Kuperus performed the presentation concerning the analysis of management practices and the working conditions of senior civil service in the EU.

Head of the Public Appointments Service of Ireland Bryan Andrews gave the benefit of Ireland experience about process of appointment to the senior positions of civil service.

The leader of the project  “Ukraine civil service HRM reform” Larissa Bezo has analized profiles of competence of the Ukrainian senior civil service.

The Head of Centre for Political and Legal Reforms Ihor Koliushko, the Head of Property and Freedom Institute Dmytro Lyapin shared theirs opinions about problems of developing and institualization of the senior civil service, and producing political neutrality considering Ukrainian
realities.

During discussion participants have considered institutional and legal mechanisms of maintenance of a political neutrality of civil servants in Ukraine; questions of formation and legal regulation of the senior civil service status in Ukraine in a context of  the A project of Law of Ukraine „On civil service" (revised);Role of the senior civil service in adhering of political neutrality of civil servants;Ways of institualization of Ukraine senior civil service; Possibilities and risks of using of the international experience of the OECD members .
