Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Tetiana Kovtun participated in a third session of the Advisory Committee of the Twinning project

On July 13, 2009, director of the Center for Adaptation of the Civil Service to the Standards of the European Union Tetiana Kovtun participated in a third session of the Advisory Committee of the Twinning project “Introduction and Development of Quality Management in Ukrainian Police” that was held at the premises of the Ministry of Internal Affairs.            

Project heads representing both parties participated in a session of the Advisory Committee. Namely, Deputy Minister of Interior, Mykhailo Verbensky, represented Ukrainia party, Zhak Den French party. Also the session was attended by resident project advisors – Loran Barrue, Bernan Kato and their partners from Ukrainian side, Vitaliy Kasap and Valeriy Kuhar.  In addition, head of the Department on Protection of Public Order of the Main Department of Internal Affairs of the Ministry of Interior of Ukraine, Mykola Klymchuk, deputy head of Main Department of the Ministry of Internal Affairs in Kyiv, Volodymyr Berezan,  prorector of the Kyiv National University of internal Affairs, Vasyl Dziuba, general project coordinator, Tirelok Filip, deputy project coordinator, Buanar Stefani, attaché on internal safety of the Embassy of France in Ukraine, Michel Zherber and others participated in the event.

 Project manager from the Delegation of the European Commission to Ukraine, Andriy Spivak, noted that the current project is a first serious project of the European Commission in Ukraine that is implemented with participation of the Ministry of Internal Affairs of Ukraine. He reassured of the possibility of fruitful cooperation between law-enforcement bodies of Ukraine and international institutions. He informed participants about a new big project that is now being prepared by the  Delegation of the European Commission to Ukraine in the sphere of justice, to which Ministry of Justice, Ministry of Internal Affairs, Department on Enforcement of Penalties, judiciary bodies, etc. should be involved. At the same time, certain shortcomings in the project’s realization were highlighted.  

At the session, director of the Center for Adaptation of the Civil Service to the Standards of the European Union Tetiana Kovtun praised an innovative approach of beneficiary bodies to analyzing recommendations of short-term experts, emphasized the improvements in project reporting. Furthermore, Tetiana Kovtun informed about project proposals to a new Twinning project that was submitted by Main Department of Internal Troops of the Ministry of Interior of Ukraine, decision on which was postponed.  

An expert of the TACIS project “Introduction of Twininng instrument in Ukraine” Tetiana Gaidarenko told about the particular project’s feature related to overloading of the project with events, at the same time having praised high level of the harmonization of different kinds of activities within the project’s framework.  Also she informed the participants about the possibility of introducing changes to working plan of the Twinning project.  

Participants of the session emphasized the positive course of Twining project realization and high level of cooperation between partners.
