First Deputy Director of the Center, Oleksandr Saenko, participated in a second meeting of the Council of heads of personnel units in central executive government bodies

On September 7, 2009, the second meeting of the Council of heads of personnel units in central executive government bodies under the Cabinet of Ministers of Ukraine chaired by the Head of the MDCSU and Head of the Council, Timofiy Motrenko, was held in the conference hall of the School of Senior Civil Service.

In his opening speech, Tymofiy Motrenko emphasized the importance of improving the human resources potential, creating powerful and viable state machinery, and establishing  neutral and influentrial civil service.

The meeting was held with participation of the President of Public Service Commission of Canada, representatives of the Secretariat of the President of Ukraine, the Secretariat of the Cabinet of Ministers of Ukraine, the Secretariat of the Verkhovna Rada of Ukraine, heads of personnel units in central executive government bodies, other public bodies, and representatives of the Ukrainian Civil Service Human Resources Management Reform (UCS-HRM) Project.

During the meeting, the President of the Public Service Commission of Canada, Maria Barrados, spoke on the topic «Experience of Using Competency Profiles in the Processes of Human Resources Management in the Canada’s Civil Service».”

First Deputy Director of the Center for Adaptation of the Civil Service to the Standards of the European Union, Oleksandr Saenko, reported about results of the polling for civil servants of I-IV categories in the context of preparing leadership competency profiles.

The draft concept of the improvements un the system of human resources management in the civil service and the next steps were  presented by Yuriy Pizhuk, Secretary of the Council, Director of the personnel department for state government bodies and local self- government authorities of the MDCSU. Together with an expert of the project “Ukrainian Civil Service Human Resources Management Reform”, Ivanna Ibrahimova, he presented mechanisms of improving the approaches to the assessment of civil servants’ performance: the result of the functioning of policy analysis groups in the MDCSU. Deputy Head of the Council, Director of a personnel unit of the Ministry of Justice of Ukraine, Vasyl Birchenko informed about the review of the standard statute of a personnel unit in an executive government body. Igor Ruban, Head of the human resources department of the  Ministry of Labor and Social Policy of Ukraine, informed on the preparation of methodological guidelines for employees in personnel units.

In his closing speech, Tymofiy Motrenko suggested to draw attention to the need to be proactive in discussions and to give proposals to the questions which were submitted to a meeting of the Council. He and stressed that strategic aim of the Council’s activity should be the development of a Concept on the improvement in the system of human resources management in the civil service. Finally, Mr. Motrenko proposed participants to give the recommendations on the introduction of a professional holiday – Personnel Officer Day.

Reference: The first meeting of the Council of heads of personnel units in central executive bodies was held on April 1, 2009 in the conference hall of the School of Senior Civil Service. The idea to establish the Council emerged after a visit of Ukrainian delegation headed by the President of Ukraine to Canada last year. In Canada, the comparable Council has existed for a long time already. It plays an important role in the planning of human resources, development of capacity HR experts, and in the constant improvement of the human resources  management.
