On June 10, 2014 at the premises of the National Agency of Ukraine on Civil Service
(hereinafter – the NAUCS) within the framework of the NATO – Ukraine Programme for the professional development of the civilian personnel of the sector of security and defense the two-day expert consultations on improvement of legal framework for organization of service in reserve of the National Guard of Ukraine started.
The main goal of the event is exchange of experience and providing recommendations by the experts of the North – Atlantic Treaty Organization (NATO) countries and the Geneva Centre for the Democratic Control of the Armed Forces regarding improvement of the legislation in the area of security and defense.
In welcome address Director of the NATO Liaison Office in Ukraine Marcin Koziel thanked all the participants for the partiality and commitment in solution to an issue of the National Guard of Ukraine reforming and expressed the hope that the lesson learnt would enhance improvement of the social policy situation in Ukraine.
The Deputy Head of the National Agency of Ukraine on Civil Service Oleksandr Skopych admitted that the NAUCS was interested in the appropriate supply of the government authorities as well as local self-government authorities with high performers that would be able to fulfill their responsibilities concerning European integration and North – Atlantic cooperation as well as other issues regarding the national security of Ukraine.
Furthermore, the Commander of the California National Guard MG David S. Baldwin and the First Deputy Head of the Executive Staff of the National Guard of Ukraine Oleksandr Oleshchenko underlined the importance of expert consultations on reforming the area of security and defense of Ukraine.
Representatives of the Main Department of the National Guard of Ukraine, Geneva Centre for the Democratic Control of the Armed Forces, NATO Liaison Office in Ukraine, National Security and Defense Council Ukraine, Embassies of the United States of America, the French Republic, Lithuanian Republic, Republic of Latvia, the Kingdom of Norway, Italian Republic in Ukraine as well as the foreign experts took part in the expert consultations.
For reference: NATO – Ukraine Programme for the professional development of the civilian personnel of the sector of security and defense (hereinafter – the NATO – Ukraine Programme) was founded in October, 2005 during the Consultation of high level between NATO and Ukraine (Vilnius, Lithuania). The Programme presupposes practical professional training as well as definite financial inputs from the member states of the Alliance. .According to the resolution of the sixth meeting of the Commission on cooperation between Ukraine and the North Atlantic Treaty Organization (NATO) the National Agency of Ukraine on Civil Service was established as the national coordinator of the NATO – Ukraine Programme and the main performer of the actions regarding the realization of the NATO – Ukraine Programme.
