The discussion on the Roadmap for the Development of a Human Resources Information system for the Ukrainian Civil Service took place

On December 10, 2009 the discussion on the Roadmap for the Development of a Human Resources Information system for the Ukrainian Civil Service conducted by the Head of the Main Department of Civil Service of Ukraine Tymofiy Motrenko took place. The main goal of the meeting was to get the feedback and to discuss commentaries on the Roadmap in order to confirm further steps of mutual collaboration on technical project of the above mentioned system.

Senior managers from the Main Department of Civil Service of Ukraine, the Center for Adaptation of Civil Service to the Standards of European Union and the School for Senior Civil Service together with the representatives from Ukrainian Civil Service Human Resource Management Project took part in the meeting.

The Head of the Main Department of Civil Service of Ukraine Tymofiy Motrenko in his introduction pointed out that the Main Department of Civil Service of Ukraine is responsible for development and implementation of the new version of the Strategic Framework on Civil Service Human Resources Management Reform.

Tymofiy Motrenko pointed out: “Presently some definite important steps towards the reform have been done: the Strategic Framework and the Draft Law on Civil Service (new edition) were worked out; the development of the competency leadership profiles for senior civil servants together with the new procedure of annual assessment of the results of civil servants activity started; the preparatory work for the improvement of the system of classification of positions is being carried out. The development of the Roadmap for the Development of a Human Resources Information system for the Ukrainian Civil Service, which is in fact the subject of the above mentioned document, is being continued”.

The draft of the Roadmap was worked out by the Canadian expert of the Ukrainian Civil Service Human Resource Management Project Marie Horricks with the support of the Project team and representatives of the civil service of Canada. 
In the framework of the discussion Marie Horricks presented the Draft of the Roadmap for the Development of a Human Resources Information system for the Ukrainian Civil Service. In her presentation she admitted that the draft of the Roadmap corresponds to the new vision of Human resource management established in the Strategic Framework on human resource management reform and the Draft Law on Civil Service (new edition); the best practices of the other countries on human resource management are taken into consideration, the Draft of the Roadmap is oriented on the strategies of development and adaptation to the European standards, it was worked out on the basis of previous consultations with the participation of representatives from Central executive bodies.

According to the results of the discussion there was accepted the decision concerning the foundation of information accompaniment for the development of a human resources information system together with the protocol decision of mutual actions.
