Prospects of the Ukrainian-Canadian cooperation discussed at a meeting with representatives of the Embassy of Canada

On August 26, 2009, the Director of the Center for Adaptation of the Civil Service to Standards of the European Union, Tetiana Kovtun, and the Head of the MDCSU, Timofiy Motrenko, met with the Head of the Technical Cooperation Unit of the Embassy of Canada, Kati Csaba. The parties discussed priorities of the international cooperation programs in Ukraine. In particular, Mr. Motrenko emphasized the importance of cooperation with Canada in the sphere of civil service reform.

The meeting was also attended by Guillaume Legros, the First Secretary of the Embassy of Canada to Ukraine, and Ruslan Perun, the Head of international cooperation and European integration unit within the Department for Policy Analysis of the MDCSU.

At the beginning of the meeting, Timofiy Motrenko praised the joint Ukrainian-Canadian Project Ukrainian Civil Service Human Resources Management Reform (UCS-HRM) as the most successful project in the sphere of civil service and emphasized that cooperation with Canada in the sphere of civil service reform is unique in light of both organization and performance.

 In particular:

-  the Ukrainian Civil Service Human Resources Management Reform (UCS-HRM) project is a component of the Strategic Plan of the MDCSU;

-  project activities are financed jointly by the Canadian and Ukrainian parties; and

-  more than 20 employees of the MDCSU as well as representatives of the labour and finance ministries are directly involved in the project implementation through their participation in the policy analysis groups that were established in the MDCSU.  

  Having discussed specific outcomes of the Ukrainian-Canadian cooperation, the meeting’s participants decided that the elaboration of proposals regarding the reform of a classification system in the civil service and the upgrading of main human resources management procedures, such as selection of candidatures for the civil service and the conduct of an annual assessment will be the next steps of the project’s implementation.
