Head of MDCSU, Tymofij Motrenko took part in Twenty eighth meeting of Ukrainian part of the Committee on Coperation between Ukraine and the EU 23 February 2009

 On February, 23, 2009 the Head of MDCSU, Tymofij Motrenko took part in Twenty eighth meeting of Ukrainian part of the Committee on Coperation between Ukraine and the EU chaired by Vice-Prime Minister of Ukraine Hryhorij Nemiria.

Tetyana Kovtun, the Director of the Centre for Adaptation of Civil Service to the Standards of European Union, also took a part in the meeting.

Tymofij Motrenko came forward with a speech on the topic “On the state of activity of policy analysis groups in the central organs of executive power”, outlined the purpose, aims and state of activity of policy analysis groups for 2009. Head of MDCSU noted on the problem issues arose up in the process of work of the groups, including the indefinite status of the documents developed by the groups of policy analysis, slightly associated work of policy analysis groups with the process of preparation for introduction of the agreement on association with the European Union, as well as unsatisfactory level of participation of several representatives of the policy analysis groups in the training actions. At the same time, as Tymofij Motrenko noticed the policy analysis groups have to be an instrument, directed to development of the civil servants’ skills of analysis and co-ordination of policy, as well as the experience exchange in forming of policy with the EU colleagues. Head of MDCSU, in particular, informed all attendees that one of the experts supporting work of the policy analysis groups is Former Minister for Power Engineering of Latvia and presently the Serving Special Adviser of the Commissar of European Commission on Energy, Andris Pibalgs.

Having regard to these facts Head of MDCSU pointed out that it is necessary:

§          to pay attention of the chiefs and participants of the policy analysis groups on importance of fulfilling the Action Plan of groups to the extent that visiting of all the events planned and preparation of strategic documents;

§          to define the chiefs of groups of the policy analysis groups as responsible for quality of strategic documents and to charge them to give for consideration and report concerning the developed strategic documents on the meeting of Ukrainian Part of Ukraine-EU Cooperation Committee in the third quarter of 2009;

§          to consider the variants of institutionalization of policy analysis groups as a permanent mechanism for support of introduction of the agreement on association with the EU, in particular, through subscribing MDCSU jointly with the Coordination Bureau of European and Euro-Atlantic Integration of the Secretariat of Cabinet of Ministers of Ukraine to develop the draft of the corresponding regulatory legal act.

Tymofij Motrenko noticed on the willingness of MDCSU to come forward as the organizer of the process of public consultations for providing of effective communications of policy analysis groups with all the parties interested.

By the reader of supplementary report to the noted question of order-paper Twenty eighth meeting of Ukrainian part of Committee on questions of collaboration between Ukraine and ES came forward adviser of vice-prime Minister of Ukraine, Director of the International Centre of Long-Range Researches Olga Shumilo. It supported the work of MDCSU, marking that calls which appear within the framework of functioning of groups of analysis of policy was actualised on meetings of Ukrainian part of Committee on questions a collaboration between Ukraine but ES during consideration of questions in relation to preparation of position documents. Exactly on an example them not enough high-quality preparation it is well-proven that possibility of central organs of executive power in preparation of such documents is not sufficient. MDCSU, on its words, realizing a project from activity of groups of analysis of policy, gives a chance the central organs of executive power in relation to forming and development of skills from an analysis and co-ordination of policy.

In addition, during the meeting of Ukrainian Part of Ukraine-EU Cooperation Committee the followings issues were considered:

  • concerning implementation of protocol decisions of the meetings of Ukrainian part of Ukraine-EU Cooperation Committee;
  • concerning the state of preparation for holding the International Investment Conference on Modernization of Ukraine’s Gas Transportation System (23.03.09, Brussels);
  •  on the issue of the associated membership of Ukraine in the EU Seventh Framework Program for Research and Technological Development;
  • on the results of consultations in relation to a new practical instrument on replacement of Ukraine – the EU Action Plan (10.02.09, Kyiv);
  • on membership of Ukraine in the EU separate thematic programs and agencies (in accordance with Methodical Recommendations on the Analysis of Terms and Conditions of the membership of Ukraine in the EU programs and agencies);
  • on the state of preparation of the trans-border cooperation projects, for which state financial aid can be provided for 2009-2010 within the framework of realization of the Government Program for Trans-Border Cooperation Development for 2007 – 2010;
  • on state and prospects for bringing in the EU’s Aid for 2009;
  • about consisting and prospects of bringing in of help of ES of 2009 year;
  • on joining of the United Energy Systems of Ukraine to the European Union for the Coordination of Transmission of Electricity (UCTE);
  • on consideration of the draft of the memorable message on fulfilling the Plan on Antiinflationary Measures, developed by the Government of Ukraine and National Bank (prepared for submitting to the EU in accordance with Clause 4 of the Order #1072-r of the Cabinet of Ministers of Ukraine dated 06.08.08).

As a result of discussion a protocol decision of the sitting of Ukrainian part of Ukraine-EU Cooperation Committee was approved.
