The Working Meeting of the Director of the Center with SIGMA Programme Experts

On January 31, 2018 at the premises of the National Agency of Ukraine on Civil Service the working meeting of the Director of the Center for Adaptation of the Civil Service to the Standards of the European Union Maryna Kanavets and Senior Consultant of SIGMA and CIB Coordination Division of Progects Menegment Unit Kyrylo Yurchenko with the Senior Advisers of Sigma programme on Public Procurement Daniel Ivarsson‌ and Erika Bozzay‌ was held.

Participants of the meeting discussed issues of cooperation between the Center and SIGMA programme in the framework of implementation of planned activities of  SIGMA programme in the area of public procurement for the period from 2018 to 2019. Also, challenges and tasks faced by the public procurement system in Ukraine were discussed. According to the results of the meeting the parties outlined plans for the next period and expressed hope for further fruitful cooperation.

 SIGMA Programme (Support for Improvement in Governance and Management)is considered to be one of the most prestigious analytical centers of the European Union. It was organized with the initiative of the Organization of Economic Cooperation and Development and the European Union.

Support of the SIGMA programme in the area of modernization of public administration can be carried out by means of:

–        administrative structures analysis;

–        development and implementation of administrative system reforms;

–        analysis of the draft laws and programmes;

–        training organization and information exchange;

–        preparation of technical assistance action plans.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
