Coordination Meeting with Representatives of the Embassies and International Programmes

On 28 February, 2018 the coordination meeting with representatives of the embassies and international programmes took place in the premises of the National Agency of Ukraine on Civil Service (the NAUCS). The meeting was organized in order to establish effective cooperation with international partners in the context of realization of tasks set out in the Strategy of Public Administration Reform in Ukraine for 2016–2020 and further establishment of an effective public administration system as well as modernization of the civil service and human resources management.

Head of the NAUCS Kostiantyn VASHCHENKO made the opening speech and presented the state of the civil service reform implementation as well as outlined the priority directions of the activities of the NAUCS. In particular, it was emphasized that for the period of 2018–2020, five strategic goals aimed at achieving the tasks in accordance with the objectives of the NAUCS, Action Programme of the Cabinet of Ministers of Ukraine, Strategy for Sustainable Development “Ukraine–2020”, Medium-Term Government Priority Action Plan up to 2020, Public Administration Reform Strategy have been identified. Among them are strengthening the institutional capacity of the personnel management services of the government authorities; increasing the level of protection of citizens’ right to access the civil service, legal rights and interests of civil servants; strengthening the institutional capacity, openness and transparency of the NAUCS in the field of civil service reform; formation of a unified effective system of the professional training for civil servants and local self-government officials; adaptation of the civil service to the standards of the European Union.

First Deputy Head of the NAUCS Volodymyr KUPRII presented the priorities of international technical assistance involvement that should make a significant contribution to the implementation of the reform of public administration and civil service. In particular, it was emphasized that international assistance provided should be in line with national reform priorities, as well as rationalization of donor assistance will make it possible to make it as cost-effective as possible.

Head of Democratic Governance Department, Directorate General of Democracy, Council of Europe Daniel POPESCU presented the main achievements of cooperation with the NAUCS. He underlined, in particular, that the Concept for Reforming the System of Professional Training of Civil Servants, Heads of Local State Administrations, Their First Deputies and Deputies, Local Self-Government Officials and Local Councils Members that is oriented to the personal needs in the professional development throughout life, will promote the implementation of the principles of good governance.

Team Leader “Justice and Home Affairs, including anti-corruption”, Support Group for Ukraine Frank PAUL outlined that reforming the system of the professional training for civil servants and local self-government officials requires the effective use of modern technologies and taking into account actual needs.

Representatives of the NGO “Association for Innovation and Digital Education” presented the educational project “Lingva.Skills” that aims to create a fully-fledged system of training and testing of language proficiency for civil servants of all levels in the context of European integration of Ukraine.

During the coordination meeting, representatives of the “U-LEAD with Europe” Programme, the USAID/DOBRE Program, the East Europe Foundation, the “Gender Equality in the Center of Reforms, Peace and Security” Project (UN Women Ukraine), Democracy Reporting International in Ukraine and the EU-funded “Association4U” – “Association for Ukraine and for You” Project underlined the main directions of their activities as well as emphasized the relevance of strengthening cooperation in the context of realization of the policy of European integration of Ukraine.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
