Searching EU Partners for NBU Twinning Project

Recently, Call for Proposals for Twinning project Strengthening NBU Potential through the Approximation to EU Standards of Central Banking to be implemented in Ukraine was announced and sent to the National Contact Points of 27 Member States. The institutions concerned in the respective countries are invited to participate.

Within to February, 3-6, 2009 the second training had been held for the policy analysis groups on the topic: "Determination of problem. Policy Analysis Methods".

On February, 3, 2009 Deputy Heads of MDCSU, Volodymyr Buyal'skiy and Andrey Vishnevskiy took part in the meeting of the Governmental Committee on Legal Policy, Defensive and Law-Enforcement Activity during which the project of the Law of Ukraine was considered «On the Conflict of Interests on the Civil Service and the Service in the Organs of Local Self-Government» along with the draft regulations of the Cabinet of Ministers of Ukraine "On Amendment of the Clause 2 of the Order of the Cabinet of Ministers dared September, 19, 2007, #1151"

On February, 3, 2009, a seminar on the state of bringing in the external assistance of the European Commission in the context of the EU funded TAIEX Instrument in 2008 year and the review of prospects for 2009 was held. It was organized by the Administrative Office of Twinning Programme under the aegis of the European Commission and Tacis Project “Introduction of Twinning Instrument in Ukraine”.

On January, 29, 2009 chaired by Tymofij Motrenko, the Head of MDCSU, the general meeting of the head-office of MDCSU, the Centre for Adaptation of Civil Service to the Standards of the European Union and School for Top Corps of Civil Service was held.

The annual Institution Building Days conference was held  in Brussels on June 11-12, 2009. The event brought together nearly 200 National Contact Points and persons responsible for the Twinning and TAIEX instruments from the beneficiary partner countries and the EU Member States. A delegation from Ukraine headed by E. Nikolaichuk, Sector Manager of the EC Delegation to Ukraine, who was joined by the Director of the Twinning Programme Administration Office (PAO) and the Center for Adaptation of the Civil Service to the EU Standards, T. Kovtun, attended the gathering for the third straight year. 

On June 5, 2009, director of the Center for Adaptation of Civil Service to the standards of the European Union Tetiana Kovtun took part in a last meeting of the Supervisory Board and an official closure of Twinning project “Harmonization of Legislative Norms and Standards of Ukraine with Legislative Norms and Standards of Ukraine of the EU in Civil Aviation”, which was held at the premises of the State Aviation Administration under the Ministry of Transport and Communications of Ukraine.

On June 4, 2009, Director of the Center for Adaptation of Civil Service to the Standards of the Eropean Union, Director of the Twinning Administrative Office Tetyana Kovtun took part in a joint meeting of Twinning projects coordinators from Delegation  of the European Commission to Ukraine, Twinning Programme Administration Office, Tacis Project “Implementation of Twinning Operations in Ukraine” (ITO) and resident advisors of Twinning projects. The meeting was conducted at the premises of the Delegation of the European Commission to Ukraine.

On 5 January 2009 a Notification Letter regarding signing of the Contract by all parties of the Support to Transport Policy Design and Implementation in Ukraine Twinning project was issued by the EC Delegation to Ukraine. The project aim is to enhance the capacity of Ministry of Transport and Communications of Ukraine, enabling the Ministry to better manage the process of transport policy design and implementation, through transfer of the best EU practice, training and guidance.
