Maintained control of the country despite the daily challenges of wartime. To defeat the enemy, we must become stronger. For this, we need systemic changes. They consist of a systematic transformation of the state’s administrative apparatus. This transformation consists of individual steps that outlined the reform strategy.  We trained civil servants in English, launched a recovery reserve, supported landmark documents, increased the educational weight of our High School of Public Governance, and implemented our points of the government’s remuneration reform. All of this is our investment in the institutional strength of the state. In good governance, in professional civil service, motivated personnel, in a strong, fair and attractive country. These and other factors bring us closer to the Victory, economic recovery and accession to the European Union”, the Head of the NAUCS noted at the beginning of her speech.

According to her, the achievements in 2023 were slightly different than in a previous year. Among the main results of the NAUCS’ work, she noted the adoption by the Verkhovna Rada of Ukraine of the Law “On Service in Local Self-Government Bodies”, which defines the legal and organizational principles of public, professional, politically impartial service in local self-government bodies; approval in the first reading as a basis of the draft law on the introduction of unified approaches to remuneration of civil servants based on the job classification; development and scaling of the Human Resource Management Information System (HRMIS) and the Eng4PublicService project; the formation of a personnel reserve for the recovery of the de-occupied territories; achievements in the field of professional training of public servants in Ukraine and abroad; strengthening of the High School of Public Governance, etc.
