Head of the NAUCS Nataliia Aliushyna presented a public report on the Agency’s activities in 2023 and outlined the priorities for 2024

Nataliia Aliushyna, Head of the NAUCS, presented a public report on the Agency’s activities in 2023. The event was attended by members of the NAUCS board and the Public Council under the NAUCS, as well as representatives of non-governmental organizations, expert and the media. Nataliia Aliushyna spoke about the achievements of the NAUCS over the past year and outlined the priorities for 2024.

“This second year of full-scale war has become a time of institutional sustainability of the state and our public service. We resisted. Maintained control of the country despite the daily challenges of wartime. To defeat the enemy, we must become stronger. For this, we need systemic changes. They consist of a systematic transformation of the state’s administrative apparatus. This transformation consists of individual steps that outlined the reform strategy.  We trained civil servants in English, launched a recovery reserve, supported landmark documents, increased the educational weight of our High School of Public Governance, and implemented our points of the government’s remuneration reform. All of this is our investment in the institutional strength of the state. In good governance, in professional civil service, motivated personnel, in a strong, fair and attractive country. These and other factors bring us closer to the Victory, economic recovery and accession to the European Union”, the Head of the NAUCS noted at the beginning of her speech.  

According to her, the achievements in 2023 were slightly different than in a previous year. Among the main results of the NAUCS’ work, she noted the adoption by the Verkhovna Rada of Ukraine of the Law “On Service in Local Self-Government Bodies”, which defines the legal and organizational principles of public, professional, politically impartial service in local self-government bodies; approval in the first reading as a basis of the draft law on the introduction of unified approaches to remuneration of civil servants based on the job classification; development and scaling of the Human Resource Management Information System (HRMIS) and the Eng4PublicService project; the formation of a personnel reserve for the recovery of the de-occupied territories; achievements in the field of professional training of public servants in Ukraine and abroad; strengthening of the High School of Public Governance, etc.

During 2023, the NAUCS also developed the human resources management service of government authorities, provided them with methodological support, worked on the formation of an organizational culture of the civil service, protected the rights of citizens to access the civil service, introduced result-based management tool in the civil service, etc.

The Head of the NAUCS paid special attention to the civil service remuneration system reform. According to her, the reform should ensure fairness and increase the state’s competitiveness in the labor market. It is about the introduction of unified approaches to remuneration based on job classification.

"We are strengthening the weight of the official salary, eliminating the conditions for charging unjustified additional payments, and reducing the disparities in the salaries of civil servants of different categories of positions," Nataliia Aliushyna said.

She emphasized that the NAUCS experts have developed the Catalog of Typical Civil Service Positions and the Algorithm for Classification of Civil Service Positions under Martial Law. Within the framework of the classification, the NAUCS provided advisory and methodological support, checked and approved the results. Positions of all government authorities were classified.

Nataliia Aliushyna expressed her gratitude to the NAUCS team and all partners who supported the implementation of the Agency's initiatives.

Among the priorities of the NAUCS for 2024, the Head of the Agency noted several points:

  • Support in the Verkhovna Rada of Ukraine of the draft Law “On Amendments to the Law of Ukraine “On Civil Service” to improve the procedure for entering, passing and terminating civil service (No.6496).
  • Support of the draft Law “On Amendments to the Law of Ukraine “On Civil Service” on the introduction of unified approaches to remuneration of civil servants based on the job classification (8222).
  • Ensure preparation for the introduction of the civil service remuneration system based on the classification of civil service positions and the introduction of a grading system starting in 2025.
  • Introduction of the Roadmap for the implementation of the Law of Ukraine "On Service in Local Self-Government Bodies";
  • Developing the functionality of the Human Resources Management Information System (HRMIS) in government authorities and its further implementation in ministries, central executive bodies and other government authorities.
  • Strengthening the policy of professional development of local self-government officials.

Development of a professional standard "Manager of the Executive Office (Committee)" as part of the implementation of the Law of Ukraine "On Service in Local Self-Government Bodies".
