On September 5, 2009, the international Profession in Perspective conference entitled ’Political Neutrality of the Civil Service: From Theory to Reality’ continued its work at the premises of the conference hall of the School of Senior Civil Service.  The conference is dedicated to the political-administrative interface in the civil service and the role of senior bureaucrats in ensuring professionalism and political neutrality of civil servants.

On September 5, 2009, the international Profession in Perspective conference entitled ’Political Neutrality of the Civil Service: From Theory to Reality’ continued its work at the premises of the conference hall of the School of Senior Civil Service.  The conference is dedicated to the political-administrative interface in the civil service and the role of senior bureaucrats in ensuring professionalism and political neutrality of civil servants.

On August 26, 2009, the Director of the Center for Adaptation of the Civil Service to Standards of the European Union, Tetiana Kovtun, and the Head of the MDCSU, Timofiy Motrenko, met with the Head of the Technical Cooperation Unit of the Embassy of Canada, Kati Csaba. The parties discussed priorities of the international cooperation programs in Ukraine. In particular, Mr. Motrenko emphasized the importance of cooperation with Canada in the sphere of civil service reform.

On 19 July, 2009, Director of the Center for Adaptation of the Civil Service to the Standards of the European Union, Tetyana Kovtun, participated in a talk show at a radio station “Nashe Radio” within the framework of the series of programmes “Europe in Hearts of Ukrainians”. Programmes are released as a part of the joint project between “Nashe Radion” and the European Commission.   

On July 13, 2009, director of the Center for Adaptation of the Civil Service to the Standards of the European Union Tetiana Kovtun participated in a third session of the Advisory Committee of the Twinning project “Introduction and Development of Quality Management in Ukrainian Police” that was held at the premises of the Ministry of Internal Affairs.            

On December 3rd, 2009 the Deputy Head of the MDCSU, Andriy Vyshnevskiy met with the Adviser of the Ukrainian –Canadian Project “Reform of management by the personnel on public service” Mari Horriks .

A final conference dedicated to the presentation of outputs of the activity of policy analysis groups in 2009 was held on December 1, 2009 at the conference hall of the School of Senior Civil Service. The conference was chaired by the Head of the MDCSU, Andriy Vyshnevskiy and moderated by the Center’s Director, Sergiy Kucheruk.  

On November, 30, 2009, the international donor conference was held at the conference hall of the School of Senior Civil Service, where the International Cooperation Strategy of the Main Department of the Civil Service of Ukraine for 2009-2011 was presented. The conference was attended by heads and representatives of Ukraine’s leading charity funds, representative offices of international foundations, international technical assistance projects, and business schools of Ukraine. Director of the Center, Sergiy Kucheruk and the first deputy director, Andriy Bega, also participated in the conference.  

On 21 November 2009, a working meeting was held between representatives of the Twinning Programme Administration Offices of Ukraine and Azerbaijan at the Centre for Adaptation of the Civil Service to the Standards of the European Union.   

On November 11-14, 2009, Ukrainian delegation took a study tour to the Republic of Poland, where members of the delegation participated in a workshop “Preparation and Implementation of the Twinning projects in the potential candidate countries to the EU”.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.

Civil competence is understood as a person’s ability to exercise civil rights and duties actively, responsibly and effectively with the aim of developing a democratic civil society, as the quality of democracy is determined by the level of citizens’ competence.
