On May, 29, 2009 Head of the MDCSU Tymofiy Motrenko opened the TAIEX seminar Overview of the EU and the acquis communautaire.

On March, 19 2009 the Meeting of MDCS management with Mr. Christos Zois, Deputy Minister for the Interior of Hellenic Republic was hold in the building of MDCS.

On March, 3, 2009 the Depchief of the Control and Supervision Department – the Chief of Section on prevention of corruption displays, Serhij Yaremenko and the First Deputy Director of the Center for Adaptation of Civil Service to the Standards of European Union Oleksandr Sayenko are in the business trip in Kharkov.

On March, 3, 2009,  official opening of training courses „Twinning by English” took place in at the premises of the School of Senior Civil Service. The purpose of the event was to conduct testing aimed to determine the level of English of future participants of the tutorial.

Representatives of 25 public authorities – potential participants of the indicated program-  took part in the event.  

On February, 26th, 2009 Depchief of MDCSU, Olena Tertyshna took part in the official opening of the Third Forum "Europe-Ukraine". The present Forum was held with the assistance of the Institute of the East Europe Researches.

Within the framework of her visit to Brussels, the Kingdom of Belgium, the Director of the Center for Adaptation of Civil Service to the Standards of European Union, Tetiana Kovtun, participated in the Seminar on the Internal Market Acquis for the Eastern Partnership Countries organised in co-operation with Directorate-General Internal Market and Services of the European Commission.  

On October 1, 2009, Ms Tetiana Kovtun, the Director of the Center for Adaptation of Civil Service to the Standards of European Union, met with Mr Jorge de la Caballeria, Head of the Unit Multi-country Programmes within the DG EuropeAid, and Ms  Johanna Jablonska, Manager of Twinning projects in the TACIS countries.

On September 25, 2009, a delegation from the United Kingdom met with representatives of Ukraine’s executive bodies and of the Center for Adaptation of the Civil Service to the Standards of the European Union at the premises of the Center.

On September 24, 2009, the First annual All-Ukrainian public hearing “Political and Legal Framework for the Civil Service and Service in Local Self-Government Bodies» started at the premises of Odessa National Law Academy, in the city of Odessa. Among the hearing’s participants are the Head of the MDCSU, Tymofiy Motrenko, Director of the Center for Adapation of the Civil Service of Ukraine to the Standards of the European Union, Tetiana Kovtun, First Deputy of the Center, Oleksandr Saenko,among others.

On September 7, 2009, the second meeting of the Council of heads of personnel units in central executive government bodies under the Cabinet of Ministers of Ukraine chaired by the Head of the MDCSU and Head of the Council, Timofiy Motrenko, was held in the conference hall of the School of Senior Civil Service.

The Common Assessment Framework (CAF) – is an easy-to-use, free tool to assist public-sector organisations across Europe in using quality management techniques to improve their performance. The CAF is a Total Quality Management (TQM) tool which is inspired by the major Total Quality models in general, and by the Excellence Model of the European Foundation for Quality Management (EFQM) in particular. It is especially designed for public-sector organisations, taking into account their characteristics. As of 2021, the quality management system, created in accordance with the requirements of the Common Assessment Framework (CAF), is effectively functioning in 4160 organizations from 59 countries of the world.

Gender equality in civil service

The National Agency of Ukraine on Civil Service (hereinafter - NAUCS) implements a number of measures to ensure equal rights and opportunities for women and men and to overcome all forms of discrimination based on gender. Subpoint 7 of paragraph 1 of Article 4 of the Law of Ukraine “On Civil Service” as of December 10, 2015 No. 889-VIII defines that one of the principles of civil service is to ensure equal access to civil service, that is, the prohibition of all forms and manifestations of discrimination, the absence of unreasonable restrictions or providing unjustified advantages to certain categories of citizens during entry and completion of civil service.
